On February 18, 2026, Leslie Wexner — the billionaire founder of Limited Brands, the man behind Victoria’s Secret — sat before the House Oversight Committee and testified under oath for five hours. He called himself “naive, foolish, and gullible.” [1]

He said Epstein was a con man. He said he never saw anything. He said he cut ties in the mid-1990s.

The documents say something else entirely.

This investigation is built on GOY-15 v2.8 — a 1,200+ line prosecution dossier compiled from 149 documents across 13 corpora, 147 Neo4j fulltext queries and 16 Cypher queries across a graph database containing 5.37 million nodes. [2] It proves five of seven links in the conspiracy chain connecting Wexner’s corporate infrastructure to documented sex trafficking. The sixth link — Wexner’s knowledge or intent — is not proven. But seven independent warning channels, 33 circumstantial indicators, and thirty years of zero investigations make the question not did Wexner know? but was ignorance possible?

His own lawyers admitted he provided “virtually all” of Epstein’s wealth. [1] The FBI and DOJ never interviewed him. [1]

Every aircraft, every crew member, every property, every payment documented in this investigation traces back to one man.

I. THE CLAIM — What Wexner Wants You to Believe

Under oath, Wexner advanced five defense claims. [1]

Claim 1: “Not friends” — business relationship only. Wexner characterized the relationship as purely professional, not personal. A 2003 birthday letter from Epstein to Wexner — referencing Wexner’s breasts and signed “Love, Jeffrey” — survived the claim by the time the questioner presented it. [1] Separately, Alan Dershowitz testified he met Wexner at his 59th birthday party in August 1996 — via Epstein’s introduction. [2] You don’t invite business associates to birthday parties.

Claim 2: “Never saw anything” — no knowledge of misconduct. He stated he “did not have even a clue” about Epstein’s criminal activity.

Claim 3: “Severed ties ~1995-96.” The relationship ended decades ago. Under oath, Wexner used the word “concomitantly” to describe the severance — suggesting a gradual process, not a clean break. [1]

Claim 4: “Con man victim” — Epstein was diabolical. His closing statement: “diabolical isn’t big enough a word.” Yet under oath he confirmed: the $6 million aircraft was a “fair deal” (not theft). He “learned today” his own children’s trusts were administered by Epstein. His wife was named successor trustee in Epstein’s Insurance Trust. He gave Epstein “wide latitude.” He confirmed Epstein persuaded him to remove his own mother from the Foundation board. And his lawyers told the DOJ that “virtually all” of Epstein’s wealth came from Wexner. [1] The “con man” defense requires the jury to believe that the victim funded the con, staffed the con, transferred aircraft to the con, never investigated the con, and never reported the theft.

Claim 5: “Never discussed crimes with anyone.” When presented with 37 names — including Richard Kahn, Darren Indyke, Ghislaine Maxwell, and Kathy Ruemmler — Wexner denied discussing Epstein’s crimes with any of them. [1]

Every one of those claims is contradicted by documents.

II. THE AIRCRAFT — A Boeing 727 Called the Lolita Express

The Boeing 727-31, Serial Number 20115, was the primary aircraft used to transport documented minors between trafficking locations. Its complete ownership chain has been recovered through FAA registry records, Deutsche Bank compliance documents, and DOJ corpus mining. [3][4][5]

Three shell companies to move one airplane from a publicly traded corporation to a private individual’s entity. [3][5]

JEGE Inc. was incorporated in Delaware on September 7, 2000 — four months before the aircraft registration transferred — proving the acquisition entity was created before the transfer. [6] The certificate was filed from “J Epstein & Company, Inc.” fax. [6]

Deutsche Bank internal compliance documentation confirms what JEGE Inc. was: “a company formed to hold funds for the taxes and payments of one of Jeffrey Epstein’s airplanes.” [7] The aircraft logged 1,402 flights in the database. [2]

Under oath, Wexner provided six passages of sworn testimony on the aircraft sale. He corrected questioners twice that the seller was “the company,” not him personally. [1] He confirmed a $6 million sale price: “the value of the plane was appraised by an airplane broker. That plane was for sale for a year and the value was $6 million.” [1] He didn’t know the actual payment mechanism: “I presume we wrote a check.” [1] And he insisted it was “the businesses” plane: “We didn’t own our own airplane till maybe 15 or 20 years ago.” [1]

But his own counsel had represented to the DOJ in 2019 that Epstein “sold himself both those assets at deeply discounted prices and that that was part of his theft from you.” [1] When confronted with this contradiction, Wexner stated: “I never heard that before.” [1]

A “fair deal” under oath. A “deeply discounted theft” to the DOJ. Both cannot be true.

One additional detail from the deposition: Wexner testified that Prince Andrew cold-called him offering aircraft purchasing advice: “I know that you buy and sell airplanes in your business… if you need an advisor, I’m available.” Wexner declined. [1] This is the sole documented contact between Wexner and Andrew — and it establishes that Wexner’s aircraft purchases were significant enough to attract royal interest.

Hayes Productions LLC — one of the intermediary entities — shared L Brands headquarters address. [8] This was not a disinterested third-party transfer chain. It was Wexner’s own corporate infrastructure laundering an aircraft into Epstein’s control.

The naming was deliberate. All three intermediary entities — Northwest Delaware Co, Hayes Productions LLC, Real Estate Exchange Inc — were registered through the same agent: CT Corporation at 1209 Orange Street, Wilmington, Delaware, a high-volume corporate-services provider. [81] Their names were chosen to be generic: a search for “Northwest Delaware” returns thousands of unrelated results. “Hayes Productions” and “Real Estate Exchange” are similarly indistinguishable in ordinary business searches. The shared registered agent is the only persistent fingerprint connecting the shells. This naming pattern constitutes evidence of intentional ownership obfuscation — the entities were designed not to be found. [81]

The entity network at Deutsche Bank tells the rest of the story. Epstein maintained the “Southern Financial Relationship” — 44 accounts including JEGE Inc., JEGE LLC, Hyperion Air LLC, Hyperion Air Inc., Neptune LLC, and others. [9] A single daily deposit report from October 2013 shows simultaneous transfers across five entities, with the master account — Southern Trust Company Inc. — holding $27,255,048.50. [9]

TIMCO Aviation maintenance payments from JEGE Inc. accounts totaled over $1.5 million: $1,088,751 in October 2005, $207,857 in April 2008, $188,573 in January 2012, and $12,137 in February 2009. [10][11][12][13] Engine repairs were performed at Oscoda, Michigan. [14]

The aircraft was marketed for sale from July 2011 through 2017 via multiple brokers — Avpro Inc., Bristol Associates, Equus Global Aviation, BlackRock Global Services, Fly Wright Aviation — with offers from buyers across four years. [2] It was ultimately sold to CSDS Aircraft Sales in September 2017, the registration transferred to Jet Assets Inc. (a Wyoming corporation), and cancelled in October 2019 — after Epstein’s death. [3]

The aircraft Wexner says he sold as a “fair deal” became the Lolita Express.

III. THE CREW — Four Men from Columbus, Ohio

At least four of Epstein’s flight crew came directly from or adjacent to Wexner’s Limited Brands aviation ecosystem in Columbus, Ohio. This was not random hiring. It was institutional transfer. [15]

David Rodgers was hired in July 1991. His sworn Maxwell trial testimony: “the aviation manager for the limited flight department asked me if I would be interested in flying for Jeffrey Epstein.” [15] His prior employer, Glimcher, was “located near THE LIMITED Flight Department.” [16] An FBI 302 confirmed his office was literally “next door to THE LIMITED” — he was recruited from direct physical proximity to Wexner’s company. [17] Salary: $165,000 per year. [16] Epstein told Rodgers: “You can hire anybody you want to work with you” — empowering a Limited-sourced pilot to recruit from the same ecosystem. [16] Four separate FBI 302 copies across multiple corpora confirm this testimony. [16] The grand jury subpoena demanded “any and all information and records related to Jeffrey Epstein, Gulfstream Aircraft N909JE, and Boeing Aircraft N908JE, including but not limited to flight records, maintenance records, and passenger manifest records.” [2]

Larry Visoski was hired in 1990. FBI 302: “Visoski worked as a pilot for Glimcher Real Estate Developer located in Columbus, Ohio. Glimcher was based next door to the Limited Corporation, owned by Leslie Wexner, Epstein’s good friend.” [18] Salary: $55,000 per year. [18]

William Hammond was hired in January 2005. FBI 302: “Prior employment included piloting as a captain for The Limited Brands, specifically LESLIE WEXNER. He began working for WEXNER in 1985 and remained there until the Spring of 2004.” [19] Hammond worked for Wexner for nineteen years before joining Epstein. [19]

Larry Morrison was transferred from Limited Stores’ flight department around January 2001. An email from Visoski confirmed Morrison’s status: “Spoke to the Limited Pilots when we were in London last week, they said Morrison wore 2 stripes, not 3 like he told Dave and I he wore.” [20] Morrison testified that manifests came from “Limited” — Wexner’s company — rather than being created by the flight crew. [21] In December 2014, Visoski wrote: “Larry Morrison has reached out to us asking if we would be interested in hiring him full time as a Flight Engineer and Maintenance director for the B727 and GIV.” Epstein: “I very much like morrison.” [72] This re-hire attempt was simultaneous with a Boeing 737 replacement exploration — Epstein was reconstituting his full aviation operation eighteen years after Wexner’s claimed severance. [72]

The pipeline extended beyond the cockpit. Bruce Soll at BSoll@Limitedbrands.com reported directly to Epstein that “Les Wexner’s gifted life insurance policy has lapsed.” [22] Donna Larsen at DLarsen@Limitedbrands.com coordinated business data through the Epstein network. [23] Rachel Sutherland from Wexner’s office served as an administrative bridge between Columbus and New York. [2] Lesley Groff, Epstein’s personal assistant, functioned as post-conviction intermediary for Wexner business matters, including “Wexner interest in SMG” fifteen months after the plea deal. [24]

Dennis Curtain — identified as a Limited Brands aviation department employee — maintained contact with Visoski after the personnel transfer, sharing information about fuel tank service bulletins and aircraft operations. [25] The Limited aviation department didn’t simply hand over employees. It maintained an ongoing operational relationship with the crew it had produced.

Groff’s role extended far beyond Wexner intermediary work. From 2011 through February 2019 — five months before Epstein’s arrest — she served as the central logistics coordinator for Epstein’s 301 East 66th Street apartments, the MC2 residential node. In October-November 2011, she coordinated international flights through Orbitz and Delta, billing the 301 E 66th St address on Epstein’s AMEX. [82] In December 2013, she directly onboarded visitors, providing door codes and doorman welcome letters for Apartment 11P. [82] In August 2015, she coordinated CarsCo airport transfers from Newark to 301 E 66th St. [83] In December 2018, she arranged Carey Limousine service from 301 E 66th St for an El Al flight to Tel Aviv. [84] In February 2019, she coordinated CARosa limo itineraries for travelers routed through the same address. [82] The infrastructure Wexner’s patronage built never wound down. It was still operational five months before the FBI came.

Wexner’s congressional deposition added further dimensions. Bruce Saul, Wexner’s chief of staff, served as intermediary between the Wexner and Epstein operations. Epstein mediated Wexner family disputes, and Saul was in the information flow. [1] Craig Tofoya, a yacht captain on Epstein’s payroll who operated Wexner’s vessel, was denied knowledge of by Wexner when shown his name. [1]

And the circular defense: Wexner claimed he was “not involved in hiring” domestic or household staff — all managed by Epstein. Yet he simultaneously claimed to be unaware of what happened in properties he owned but didn’t manage. [1] He didn’t hire staff (Epstein did), didn’t manage properties (Epstein did), didn’t review flight logs (Epstein did) — but had no knowledge of what Epstein was doing with his resources. [1]

Then Maxwell took command.

The Maxwell trial sentencing analysis established that Maxwell “had some role in coordinating payroll and expenses for Epstein pilots, Larry Visoski and David Rodgers, who transported ‘Jane’ on Epstein’s private planes.” [26] The crew hired through Limited Brands’ aviation department didn’t simply work for Epstein. They operated under Maxwell’s coordination. [26]

Wexner hired. Epstein employed. Maxwell commanded. [26]

IV. THE MANIFESTS — October 27, 2005

The 2004-2005 passenger manifests — produced by JEGE Inc. and Hyperion Air Inc. under Public Records Request No. 17-295 — document the transport of identified minors on Epstein’s aircraft along known trafficking routes. [27]

The critical flight: Trip 349. [27]

Aircraft: N908JE — the Boeing 727 transferred from Wexner’s Limited Stores. Route: JFK to St. Thomas, U.S. Virgin Islands. Pilots: Dave Rodgers and Larry Visoski. Flight Engineer: Larry Morrison. All three from Wexner’s Limited. [27]

Passengers: Jeffrey Epstein. Two redacted names. 17 FEMALE. 17 FEMALE. One male. One redacted name. 17 FEMALE. One male. [27]

Three documented 17-year-old females on a single flight to the U.S. Virgin Islands with Jeffrey Epstein.

This was not an isolated incident. The systematic manifest analysis across 2004-2005 reveals at least ten flights with unidentified females. [27][28][29][30][31][32][33][34][35]

January 11, 2005: N908JE, Palm Beach to St. Thomas — Epstein, Kellen, Marcinkova, plus two unidentified females. [28] March 22, 2005: N908JE, Palm Beach to JFK — two “1 Female” entries alongside Epstein and Dana Burns. [29] February 19, 2005: N909JE, Palm Beach to St. Thomas — “+1 FEMALE” with Colleen. [30] June 20, 2005: N909JE, Palm Beach to Teterboro — Kellen plus “1 Female.” [32] September 10, 2005: N909JE, Palm Beach to Teterboro — Maxwell plus an unidentified “Female.” [34]

Every flight with unidentified females also carried Epstein. Destinations clustered along the trafficking triangle: Palm Beach (PBI) to New York (JFK/TEB) to St. Thomas (TIST/STT). [27] Sarah Kellen and Nadia Marcinkova appeared repeatedly as named passengers alongside anonymous females. [28][29]

The September 2002 cluster is anomalous and warrants its own analysis:

• September 21, 2002: 19 passengers on N908JE

• September 22-26, 2002: 18 passengers each day for five consecutive days

• September 29, 2002: 16 passengers

• February 20, 2002: 16 passengers on a separate occasion

• March 16, 2007: 14 passengers [2]

Nineteen people on a Boeing 727 that regularly flew with single-digit passenger counts. Five consecutive days of 18 passengers each. This represents an anomalous concentration that was never investigated. [2]

Transport scheduling emails from 2009-2010 document the mechanics behind the manifest entries. Staff wrote to Epstein: “She is booked on a 4:05pm flight. She should leave the house about 2:40pm. Do you want me to put her in an apt. for a few days?” [36] Another email documented Prague flight coordination: “ghisaline says ther is an apt” — Maxwell providing the apartment at the destination. [37] Maxwell herself wrote directly: “She is all set to go to you I think?” [38]

Twenty-four-hour booking cycles. Apartment arrangements at destinations. Maxwell coordinating housing. And on every documented flight with unidentified females, the crew — Rodgers, Visoski, Morrison — all transferred from Wexner’s Limited Brands. [27]

V. THE LODGE — How the Wexner Foundation Funded a Recruitment Site

Interlochen Center for the Arts in Traverse City, Michigan is a summer camp for minors ages 8 to 18. It was funded by three sources connected to Epstein’s network. The SDNY prosecution established that a victim was recruited there at age 13. The Wexner Foundation’s role has never been publicly disclosed. [39]

In August 1993, Timothy Ambrose — VP of Institutional Advancement at Interlochen — wrote to Epstein describing lodge blueprints from Town and Country Log Homes, “priced in the neighborhood of $125,000 to $150,000,” with the “area next to Frohlich lodge” as “the optimal spot for placement due to its location on the water.” [40]

In November 1993, Interlochen thanked the J. Epstein Foundation for a $15,004 contribution toward the scholarship lodge. [41]

Then, on July 25, 1994, the Wexner Foundation donated $185,000 — constituting 92% of the lodge construction cost. [39] This donation has never been publicly disclosed. Epstein was credited with the full $200,000. [42]

The SDNY investigation chain tells its own story. Three subpoenas were issued over 20 months for Interlochen records. [2] Government Exhibits GX-741 through GX-745 were prepared for the Maxwell trial. Student rosters from 1994-98 were subpoenaed. [2] A prosecutor emailed: “it looks like Epstein paid the summer camp tuition of a student… She was interviewed on a podcast about her dealings with Maxwell and Epstein.” [2] FBI follow-up: “definitely someone we should talk with. I’m pretty sure she claims she was not abused (although im not sure if that’s true).” [2] Eight months later, the SDNY was still asking: “did the agents ever make contact with [student]?” [2]

Weeks later, during the summer 1994 session, the Maxwell trial prosecution established what happened next. [43]

“Here’s Jane’s application to Interlochen for the summer of 1994. She weighed 90 pounds and she just finished the seventh grade. There can’t be any question that Jane was at Interlochen that summer. And there also cannot be any question that Maxwell was there that summer, too.” [43]

Jane Doe was 13 years old. She was fatherless, from a struggling family. Maxwell approached her at a picnic table with a small Yorkie dog, presenting as a “patron of the arts.” [43]

The flight records confirm the timeline: On August 18, 1994, Epstein flew to Traverse City, Michigan. Two days later, on August 20, Maxwell was on the flight home — listed as “GM” on the manifest. [43]

Lynn Forester de Rothschild’s vehicle FirstMark Communications donated an additional $100,000 “in Epstein’s honor” in 1999. [44] Epstein later weaponized FirstMark’s connection to Ken Starr’s arrest as leverage against others. [44]

Then the compartmentalization.

Zero mentions of “Interlochen” across 70,000+ jmail emails. [2] Not a single reference in six years of correspondence. Total information firewall.

But “Interlochen” appeared under “Potential Victims” on seized Epstein devices. [45]

The pattern of institutional compartmentalization extended beyond Michigan. The Wexner Foundation established the Harvard Center for Public Leadership [46] and the Israel Fellowship program — a pipeline of senior Israeli government officials brought to Harvard for master’s degrees. A systematic search for “Wexner Fellow” or “Israel Fellow” across 130,000+ DOJ documents returned zero results. [2] The same complete compartmentalization observed with Interlochen. Three Wexner Foundation institutional investments — Interlochen, Harvard, Israel — and zero documentary traces in the Epstein corpus. [2]

At Ohio State University, where Wexner served as Board of Trustees Chairman, Epstein entities donated $2.8 million. Under oath, Wexner claimed no awareness of the specific amounts or timing. [1] The pattern repeats: Wexner-affiliated institution receives significant Epstein funding while Wexner claims ignorance of the relationship.

Interlochen’s “7-year retention policy” destroyed tuition payment records — the precise records that would document which students Epstein funded and for how long. [2] The records that survived confirm more than $500,000 in total identified funding across three sources: the J. Epstein Foundation’s initial $15,004, the Wexner Foundation’s $185,000, FirstMark’s $100,000, and Epstein’s direct tuition payments for individual students. [2]

VI. THE DENIABILITY SYSTEM — See Nothing, Hear Nothing, Say Nothing

Maxwell designed two parallel information barriers: one for the aviation system, one for the household staff. Both operated on Wexner-sourced infrastructure. [47][48]

Aviation Compartmentalization

Morrison served as flight engineer on the 727 — a position facing sideways toward instruments, with no direct line of sight to the passenger cabin. [21] Pilots didn’t control manifests; manifests came from “Limited.” [21] Visoski testified he “never saw a female you thought was under the age of 18 who was not with her family” across approximately 1,000 flights. [18] When names were unavailable, manifests used depersonalized identifiers: “17 FEMALE,” “1 Female,” “Male.” [27]

Household Compartmentalization

The Maxwell trial entered into evidence a household manual for 358 El Brillo Way, Palm Beach — Government Exhibit 606. [47] The manual instructed staff:

“Remember that you see nothing, hear nothing, say nothing, except to answer a question directed to you.” [47]

A separate section — recovered through deep mining — contained the verbatim directive: [47]

“NEVER disclose Mr Epstein or Ms Maxwell’s activities or whereabouts to anyone.” [47]

Staff were trained to report external interest to Maxwell: “Advise Ms Maxwell of any strange telephone calls or enquiries. Advise Ms Maxwell of any unusual behavior, such as strangers lurking around the vicinity of the property.” [47] This was counter-intelligence reporting. Not hospitality management.

Juan Alessi testified that Maxwell gave him this manual and that the “see nothing” rule was “a kind of warning that I was supposed to be blind, deaf and dumb to say nothing of their lives.” [47]

The Banasiak FBI 302 confirms the protocol in practice. [48] Janusz Banasiak, hired as house manager around February 2005, described the system: one day before Epstein arrived, Banasiak received a call with the travel itinerary. His duties: groceries, flowers, airport pickup. Then between 10 and 15 different girls arrived at the residence for “massages.” The doorbell would ring in the guest house. He would greet the guest and notify someone that she was here to see Mr. Epstein. The girls stayed 45-60 minutes. He paid one of them from petty cash. [48]

The house manager knew girls came. He received no context about who they were, how old they were, or what happened during the visits. [48]

A pre-arrival checklist documented the protocol from aircraft to residence: food and beverage preferences, personal amenities, medications, closets pre-stocked with shirts, shorts, swim suits, and phone chargers for “BOTH APPLE and Android phones.” [49] Guests arrived without personal effects.

Epstein’s own characterization of the compartmentalization, in an email to an associate: “gang stuff for 15 years she was unaware of” — referring to matters deliberately hidden from Abigail Wexner. [50]

Under oath, Wexner confirmed that Epstein “evangelized” massage and that Wexner himself received massages recommended by Epstein. [1] When pressed on whether these were at properties or through Epstein’s referrals, Wexner was vague. [1] The significance: massage was the documented cover mechanism for abuse — the activity that led to criminal charges. Wexner knew the method. He received warnings about the personnel. He received a direct financial consequence warning — the “hooker shakedown.” [1] He investigated none of them.

VII. VICTIM TESTIMONY — Direct Allegations

In deposition testimony, a reference was made to a victim who “claimed to have had sex on numerous occasions with Leslie Wexner” — at which point counsel objected on attorney-client privilege grounds. [2] The testimony was interrupted and not fully explored. [2]

The victim was recruited through the infrastructure documented in this investigation — an infrastructure built with Wexner’s corporate resources.

At the congressional deposition, when Virginia Giuffre’s allegations were raised, Wexner stated: “She must be confused.” [1] A congresswoman on the committee then stated that she had reviewed victim emails that named Wexner specifically in connection with sexual activity. [1] This congressional statement does not carry the evidentiary weight of the emails themselves — which were not entered into the public record — but it documents that at least one congressional representative viewed materials she characterized as incriminating. [1]

Null finding: A victim claim is entered into the deposition record but was not adjudicated. It was interrupted by objection. This constitutes an allegation, not an established fact. Alternative explanations include mistaken identity, broader narrative context, or valid privilege grounds. The claim cannot be independently corroborated from the corpus. [2]

VIII. THE FINANCIAL ARCHITECTURE — $60 Million and Counting

In 1991, Wexner granted Epstein power of attorney — a 23-page document filed in Franklin County, Ohio. [51] Wexner described it under oath as both “unfettered” and “standard” — contradictory descriptions. “Unfettered” implies broad discretion. “Standard” implies routine limitations. [1]

The POA was not revoked until September 2007 — sixteen years of control. [52]

During that period, Epstein co-managed up to 7% of Limited Brands stock through trusts he controlled. [51] He administered Wexner family trusts. He filed SEC regulatory documents. He operated as the financial center of gravity for a retail empire. The depth of that control is illustrated by a single incident: in 1992, Epstein persuaded Wexner to remove his own mother, Bella Wexner, from the Wexner Foundation board. [61] When she recovered and demanded reinstatement, the foundation was split in two. [61] A patron who displaces a family matriarch at an associate’s urging is not exercising independent judgment.

Post-severance financial flows. Wexner claims ties severed ~1995-96. The wire records disagree. In December 2000, a $525,000 wire moved from Wexner through JP Morgan to Financial Trust Company — four years after the claimed severance. [53] In April 2001, a $905,625 wire went to Scotia Bank in the U.S. Virgin Islands — Epstein’s offshore jurisdiction. [54]

Trust governance in 2007 — eleven years after claimed severance. Three emails from the trafficking period prove Epstein was actively governing Wexner’s family wealth:

On March 30, 2007, Indyke emailed Epstein: “$200K from Wexner, $100K from LSJ.” [55] On November 6, 2007, Kahn wrote: “Wexner Childrens Trust II will be receiving two wires tomorrow.” [56] On November 22, 2007, Indyke forwarded “Final Decision re Wexner Trust” to Epstein for approval. [57]

Epstein was administering trusts for Wexner’s children. Multigenerational wealth under Epstein’s control during the operational trafficking period. [56]

When shown this correspondence under oath, Wexner stated he “learned today” that Epstein had been managing trusts established for his own children. [1] He claimed nineteen years of ignorance. [1] This is the single most significant credibility challenge in the deposition: a parent who learns under congressional oath that his financial advisor was managing trusts for his own children — and claims to have been unaware. [1]

Additional financial revelations from the deposition: Wexner testified he was “shocked” to learn the Wexner Foundation had paid $2.3 million to former Israeli Prime Minister Ehud Barak — despite the foundation bearing his name. [1] He was confronted with evidence that Epstein paid approximately $25,000 quarterly to an OB/GYN who had treated Wexner’s wife — and denied knowledge. [1] He admitted giving Epstein “wide latitude” in financial matters — sworn acknowledgment of the breadth of delegation. [1] And he confirmed that approximately $100 million was returned as settlement. [1]

But the entanglement was reciprocal. The 2007 Jeffrey E. Epstein Insurance Trust #3 designated Abigail S. Wexner — alongside Eva Andersson Dubin — as successor trustee. [58] The Wexner family wasn’t merely a client of Epstein’s financial management. They were embedded in his trust architecture as designated fiduciaries during the active trafficking period. [58]

SEC regulatory embedding. Indyke forwarded Epstein a draft of SEC Schedule 13D Amendment No. 34 in September 2007. [59] Thirty-four amendments indicate continuous multi-year involvement in Wexner’s regulatory filings. This was not passive advisory. It was compliance infrastructure. [59]

The $46.2 million wire. One of the largest documented single transfers in the Epstein financial network: $46,219,321 from Wexner to LHI Limited, a U.S. Virgin Islands entity. [60] The purpose and disposition of LHI Limited remain unresolved. [60]

9 East 71st Street. Wexner purchased the Manhattan townhouse for $13.2 million in 1989 and transferred it to Epstein circa 1996 for approximately $1. [61] It became Epstein’s primary New York operational hub — scheduling, meetings, coordination. [61]

The misappropriation settlement. In September 2007, the POA was revoked. In December 2007, $46-47 million was donated to YLK Charitable Fund (connected to Abigail Wexner). In January 2008 — four days before Epstein’s plea deal — approximately $34.6 million in Apple shares were transferred to YLK Foundation. [62] Wexner confirmed under oath that approximately $100 million was returned as settlement. [1] A separate AUSA memo references “several hundred million” allegedly misappropriated. [62] And then: Epstein instructed his staff, “please remove ylk from charity page.” [62]

Never filed charges for $100 million or more in alleged theft. [1] A patron who says he was robbed of more than a hundred million dollars does not report the theft to law enforcement.

Wexner confirmed under oath that “virtually all” of Epstein’s wealth derived from him. [1] Every aircraft, every property, every payment documented in this investigation traces to a single source.

The property network. The 9 East 71st Street townhouse was not the only property. The 116 East 65th Street LLC — a property purchased from Lynn Forester de Rothschild for $4.95 million through an LLC with Darren Indyke as registered agent — was held for 16 years and sold for $15 million. [2] Maxwell maintained active financial control through automatic replenishment instructions: when the balance fell below $10,000, $50,000 was transferred from Maxwell’s savings to the LLC checking account. [2] Combined, Wexner’s property transfers provided the physical infrastructure for Epstein’s entire New York operation.

The Maxwell financial endpoint. The wealth Wexner generated didn’t stop moving after Epstein’s conviction. In November 2016, Maxwell signed a letter authorizing UBS Private Wealth Management to transfer $14,200,000 from her accounts to Angara Trust. [85] The money flowed through to Tidewood LLC, which purchased a $2.45 million property in Manchester-by-the-Sea, Massachusetts, with Scott Borgerson as LLC manager. [85] AT&T subscriber records show Borgerson’s phone account listed “G MAX” as the user since September 2016. [86] A USAA joint account named both “SCOTT BORGERSON OR GHISLAINE MAXWELL.” [86] The mortgage documents reference an unrecorded “Assignment of Right to Payment” dated September 4, 2022 — a private collateral document that was never filed in public land records. [85] The infrastructure Wexner funded became Epstein’s trafficking operation; the proceeds of that operation became Maxwell’s trust transfers; and Maxwell’s trust transfers became unrecorded property acquisitions in a seaside Massachusetts town.

Epstein’s black book contains Wexner entries on page 76: 16 phone numbers (including Range Rover, Mercedes, Bentley, plane), a “Wexner — Flight Dept.” entry, and “N.A. Property Inc.” appearing eight times. [63]

IX. THE 90-STAR EMAIL — “You Violated Your Own Number 1 Rule”

This is the single most significant personal document in the Wexner-Epstein corpus. [64]

On June 26, 2008, four days before Epstein’s plea deal for solicitation of a minor, Wexner wrote to Epstein. The email carried a 90-star rating — the highest importance rating in the jmail system: [64]

“Abigail told me the result…all I can say is I feel sorry. You violated your own number 1 rule…” [64]

Parse that sentence by sentence.

“Abigail told me the result.” Abigail Wexner served as the information conduit — she knew the outcome of the criminal proceeding before her husband did. She had independent access to criminal proceeding information. [64]

“I feel sorry.” Not: “I’m horrified.” Not: “How could you?” Not: “What did you do?” The tone is disappointment, not shock. Not outrage. A patron learning for the first time that his financial advisor had been charged with solicitation of a minor would express shock. Wexner expressed sympathy. He was reacting to a consequence, not to new information. [64]

“You violated your own number 1 rule.” This implies three things: (1) Wexner had intimate knowledge of a personal behavioral code Epstein maintained; (2) the “rule” was sufficiently well-established that Wexner could reference it by number; (3) the context — four days before a plea deal for solicitation of a minor — suggests the “rule” relates to conduct that led to criminal charges. Whether the “rule” was about discretion, age verification, or something else entirely is unspecified. But the familiarity of the reference implies sustained awareness of the underlying behavior. [64]

The next day, Epstein responded: “no excuse.” [65]

Two words. No denial. No deflection. No explanation.

Abigail Wexner’s independent role. She sent Epstein casual personal updates — equestrian competition results: “Authentic jumped 4 clean.” [66] She exercised authority over Epstein’s attorney: “I spoke to Darren and told him not to worry about it.” [67] She served as plea deal information conduit. [64] She was designated as successor trustee in Epstein’s Insurance Trust #3. [58] This was not a passive spouse.

Post-plea business coordination. Despite the plea deal for sex offenses, the relationship continued:

Three weeks later, July 18, 2008: “did anything ever come of your wexner meeting?” [68] Fifteen months after conviction, September 22, 2009: “Wexner interest in SMG.” [24] Five years after conviction, July 8, 2013: “Marina Inventory” sent to lesw@limitedbrands.com. [69]

The relationship did not publicly end until 2019 — eleven years after the plea deal. [70]

X. THE SEVERED TIES LIE — 17 Documented Contradictions

Wexner claimed he “severed ties” approximately 1995-96. Seventeen documented events say otherwise. [1][2]

+4 years: December 2000 — Wexner wire $525,000 to Financial Trust Company via JP Morgan. [53]

+5 years: January 2001 — Morrison transferred from Limited flight department to Epstein. [21]

+5 years: April 2001 — Wexner wire $905,625 to Scotia Bank USVI via JP Morgan. [54]

+7 years: August 2003 — Birthday letter from Epstein to Wexner, referencing Wexner’s breasts, signed “Love, Jeffrey.” [1]

+7 years: Pre-2006 — “Hooker shakedown” call: Wexner warned about financial demand from a sex worker related to Epstein. Accepted at face value. No investigation. [1]

+8 years: Spring 2004 — Hammond still working for Wexner at Limited Brands. [19]

+8-9 years: 2004-2005 — Manifests with minors on aircraft using Wexner-transferred crew. [27]

+11 years: September 2007 — SEC 13D Amendment No. 34 sent to Epstein. [59]

+12 years: June 26, 2008 — 90-star plea deal email: “You violated your own number 1 rule.” [64]

+12 years: June 27, 2008 — Epstein response: “no excuse.” [65]

+12 years: July 18, 2008 — “did anything ever come of your wexner meeting?” Three weeks after the plea. [68]

+13 years: September 22, 2009 — “Wexner interest in SMG.” Fifteen months after conviction. [24]

+15 years: October 2011 — Gergen-Epstein meeting at Harvard/Cambridge, coordinated through Groff and Gergen’s assistant Nancy over eight emails. [71] The meeting venue options: Martin Nowak’s Program for Evolutionary Dynamics at Harvard, or the Charles Hotel. [71] The director of Wexner’s own Foundation-funded program, meeting with Wexner’s convicted former advisor, at the institution the Foundation funded — three years after the plea deal. [71]

+17 years: July 2013 — “Marina Inventory” to lesw@limitedbrands.com. Five years after conviction. [69]

+18 years: December 2014 — Morrison re-hire attempt. Visoski wrote: “Larry Morrison has reached out to us asking if we would be interested in hiring him.” Epstein: “I very much like morrison.” [72]

+30 years: February 2026 — Wexner testifies before Congress for five hours, still discussing the relationship under oath. Thirty years after the claimed severance, the patron is answering questions about his advisor’s sex trafficking operation. The relationship never ended — it just went underground. [1]

And insurance executive Robert Meister — the man who introduced Wexner to Epstein — claimed he warned Wexner “hundreds of times.” [1] Wexner denied this categorically: “Never.” [1]

The Meister-Wexner credibility contest is significant. Meister had no obvious motive to fabricate warnings — he was the introducer, and admitting he warned the patron undermines any claim that nobody knew. [1]

Cut ties in ~1996. Seventeen documented events across thirty years say otherwise.

XI. SEVEN WARNINGS, ZERO INVESTIGATIONS

Seven independent channels through which trafficking-related information reached or could have reached Leslie Wexner. Zero investigations initiated in response to any of them. [2]

Warning 1 — David Gergen. The director of the Harvard Center for Public Leadership — the Wexner Foundation’s flagship program — told Wexner that Epstein “always has a girl with him.” [1] Wexner admitted this under oath. His response: he didn’t recall whether he said anything to Epstein about it. [1]

Warning 2 — The “hooker shakedown.” Wexner received a call in which he was warned that a sex worker was making financial demands related to Epstein. [1] A sophisticated businessman whose financial advisor is the subject of a sex worker’s financial demand does not ask why his advisor is interacting with sex workers. He accepted the framing and moved on. [1]

Warning 3 — Victoria’s Secret executive, 1993. Cynthia Fedus-Fields, president of the VS catalog from 1986-2000, learned Epstein was posing as a Victoria’s Secret recruiter to lure young women. Another executive confronted Wexner directly. Wexner said he would “put a stop to it.” [73]

He didn’t. Epstein continued posing as a VS talent scout for at least four more years. [73][74]

Warning 4 — Alicia Arden police report, 1997. Four years after the VS executive warned Wexner, Arden filed a Santa Monica Police Department complaint for sexual battery after Epstein posed as a VS recruiter to lure her to a hotel room. [74] This was the first documented police report against Epstein. The method: impersonation of Wexner’s own brand — the exact behavior Wexner had been warned about in 1993 and promised to stop. [73][74]

Warning 5 — Bodyguard Richard Adrian, 1991-92. Adrian served as Wexner’s bodyguard and observed young girls at properties. [1] This is not merely deposition hearsay. On July 16, 2019, Adrian called the FBI National Threat Operations Center, Case 31E-NY-3027571. He identified himself as Wexner’s former bodyguard from 1991-1992, stated that “Wexner was best friends with Epstein,” and offered that he “had information that could help the investigation and fill in some of the blanks.” [75] His observations constitute the earliest witness evidence of Epstein’s involvement with minors.

Warning 6 — Maria Farmer, 1996. Farmer filed a complaint alleging assault at a Wexner-owned Ohio property staffed by 20 staff and security. [1] When this was raised at the deposition, Wexner cited the large staff as making the allegation implausible — but 20 staff hired and managed by Epstein on a property owned by Wexner is precisely the compartmentalized deniability structure documented throughout this investigation. Staff who see nothing, hear nothing, say nothing. [1][47]

Warning 7 — Robert Meister, “hundreds of warnings.” The insurance executive who introduced Wexner to Epstein claimed he warned Wexner “hundreds of times” about Epstein. [1] Wexner denied it categorically. [1]

The Awareness Triangle

The three-point awareness triangle:

Wexner knew the method — massage, which he confirmed Epstein “evangelized.” [1]

He received a specific warning about the personnel — Gergen’s “always has a girl with him,” the VS executive’s complaint about recruiter impersonation, Adrian’s observations of young girls. [1][73][75]

He was told about a financial consequence — the “hooker shakedown”: a sex worker making financial demands related to Epstein. [1]

He investigated none of them.

After Epstein’s 2006 arrest, Wexner did not personally investigate whether his own resources — properties, aircraft, staff, foundations — had been used in the crimes. [1] Three independent investigations were conducted — two by law firms and one by Jules Kroll — but Wexner testified these were commissioned by others in his orbit, not by him directly. [1] The concept that the patron’s circle commissioned three separate investigations without his knowledge or direction strains credulity — but is consistent with the compartmentalized deniability pattern: everyone investigates, no one reports findings to the patron, and the patron maintains ignorance. [1]

The Kroll investigation findings remain sealed. Deep mining for “Kroll” in the corpus yielded no investigation report — only tangential references: Deutsche Bank ordered an $800 Kroll due diligence report for Epstein’s account opening in February 2016, and a December 2009 email asked Epstein “Do you know julius kroll?” [2] The actual findings of the three investigations — the information that would most directly address what Wexner’s orbit learned — are missing from the record.

And the 37-name denial list. Under oath, Wexner was presented with 37 names and asked whether he had ever discussed Epstein’s crimes with any of them. He denied discussing the crimes with Richard Kahn, Darren Indyke, Ghislaine Maxwell, Kathy Ruemmler, Leon Black, Bill Gates, any law enforcement official, any government official. [1] The only exception was an oblique reference to the Dubins. [1]

No investigation after the arrest. No investigation after the plea deal. No investigation after the conviction. No investigation after the death.

XII. THE WILLFUL BLINDNESS FRAMEWORK

On February 18, 2018 — six months before his 2019 arrest — Epstein emailed himself the full legal definition of willful blindness: [76]

“A term used in criminal law to refer to the acts of a person who intentionally fails to be informed about matters that would make the person criminally liable.” [76]

He didn’t just study the concept. He weaponized it. In May 2012, Epstein emailed journalist Landon Thomas Jr: [77]

“Your boys are missing the fact that murdochs willful blindness is the exact language that makes one liable under the U.S. foreign corrupt practice act… good enought for jailtime.” [77]

Epstein understood the doctrine well enough to use it offensively against Rupert Murdoch while simultaneously benefiting from Wexner’s version of it. [77]

The Maxwell trial applied this exact framework. Jury Instruction No. 39 — Conscious Avoidance: [78]

“One may not willfully and intentionally remain ignorant of a material fact… in order to escape the consequences of criminal law.” [78]

This legal standard convicted Epstein’s co-conspirator using the same infrastructure documented in this investigation.

Epstein’s personal notes from July-August 2015 — self-sent emails with “wexner” in the subject line — process the relationship breakdown: “sorry, I’m shocked that you did this / meet.?? best friend did not ask, speak, never ever… gang stuff for 15 years she was unaware of.” [50] Epstein characterized Wexner as a “best friend” who maintained deliberate ignorance while Abigail was kept in the dark for fifteen years. [50]

“I owe a great debt to you as frankly you owe to me.” [50] Not: “I owe you.” That would be gratitude. This is reciprocal debt. Mutual obligation. Both parties received value. In the context of the misappropriation narrative — $100 million settlement, “several hundred million” allegedly stolen — the patron who was robbed owes nothing to the thief. Mutual obligation implies mutual benefit. [50]

“I would never put you in harm’s way.” [50] A reassurance of protection. This phrase only makes sense if Epstein possessed information or leverage that could harm Wexner. Whether that was financial knowledge (irregular transactions), personal knowledge (behavior), or institutional knowledge (foundation activities), the reassurance itself confirms the existence of leverage material. [50]

The FBI listed Wexner as a “secondary” co-conspirator with the notation: “limited evidence regarding his involvement.” [79] Law enforcement assessed the relationship as potentially conspiratorial — not merely advisory. [79]

House Democrats called his deposition testimony “not credible” — Rep. Dave Min (D-CA) stating he had “basically alleged that he saw no evil, heard no evil despite being in the room with Jeffrey Epstein over and over and over.” [80]

The 33-Point Circumstantial Scorecard

The cumulative case against willful ignorance, organized by category:

Category A — Specific Warnings Received (7 points): Gergen’s “always has a girl” warning (admitted under oath). The “hooker shakedown” call (accepted at face value). Category D — Post-Warning Inaction (5 points): No investigation after 2006 arrest. Three investigations commissioned “by others.” FBI/DOJ never interviewed him — and he never volunteered. 37-name denial list. Never filed charges for $100M+ misappropriation. [1]

Category E — Relationship Evidence (3 points): Birthday letter 2003 (breasts reference, signed “Love, Jeffrey”). “Gang stuff for 15 years she was unaware of.” Mutual leverage: “I owe a great debt to you as frankly you owe to me.” [1][50]

Category F — Willful Blindness Framework (6 points): Epstein’s self-research of the legal definition. Weaponization against Murdoch. Maxwell trial Instruction No. 39. FBI secondary co-conspirator designation. Congressional “not credible” assessment. Epstein’s personal notes confirming Wexner as “best friend” who maintained deliberate ignorance. [50][76][77][78][79][80]

Under the Global-Tech standard (Global-Tech Appliances v. SEB S.A., 563 U.S. 754, 2011), willful blindness requires two elements: subjective awareness of a high probability that a fact exists, and deliberate actions to avoid learning that fact. Seven independent warning channels across thirty years — with zero investigations initiated — satisfies both elements. Awareness of probability comes from the warnings themselves. Deliberate avoidance comes from zero investigations despite having the resources and access to conduct them. [2]

However: awareness of criminal charges is not the same as knowledge of trafficking specifically. No document recovered in any mining operation — 3,700+ queries across all investigations — establishes that Wexner knew the infrastructure would be used for sex trafficking. [2] The February 2026 congressional testimony advanced the “naive, foolish, and gullible” defense under oath. [1] The willful blindness framework reframes the evidentiary question but does not eliminate the requirement for proof of subjective awareness.

XIII. THE PROSECUTION GAP — What Was Never Charged

The FBI’s internal organization chart for Case 31E-NY-3027571 lists Maxwell, Jean Luc Brunel, Sarah Kellen, and Nadia Marcinkova as “suspected co-conspirators.” [79] Wexner does not appear. Richard Kahn and Darren Indyke are listed as “Accountant/Agent” and “Attorney/Employee” — both managed the entity infrastructure documented here. [79]

Never prosecuted: [2]

The infrastructure transfer as a conspiracy element. The Wexner Foundation Interlochen funding as facilitating recruitment. The complete manifest pattern analysis — systematic documentation across 2004-2005 with identified minors on known trafficking routes. Crew culpability — Rodgers, Visoski, Morrison, and Hammond were subpoenaed as witnesses, never charged as co-conspirators. All four received grand jury subpoenas demanding flight records, maintenance records, passenger manifests, and employment records. [2] The “Limited” dispatch control — manifests originating from Wexner’s company. The aviation manager at Limited who recruited Rodgers — never identified, never interviewed. The Hayes Productions LLC / N500LS ownership chain. Ground transportation coordinators. Unidentified victims from redacted manifests.

FBI and DOJ never contacted Wexner for an interview, deposition, or statement regarding Epstein. [1] Confirmed under oath. [1]

The patron who provided “virtually all” of Epstein’s wealth — whose aircraft transported documented minors, whose crew operated the flights, whose foundation funded the recruitment site, whose trusts were administered by Epstein during the active trafficking period — was never asked a single question by law enforcement. [1]

The aviation manager at Limited who recruited Rodgers in 1991 — the gateway figure through which the entire crew pipeline flowed — has never been publicly identified or interviewed. [2]

Never filed charges for $100 million or more in claimed misappropriation. [1] A patron who says he was robbed of more than a hundred million dollars does not report the theft to law enforcement.

Wexner was not named in the USVI $105 million settlement or the JPMorgan $75 million settlement. [2] The man who built the infrastructure escaped all civil liability.

XIV. WHAT THE DOCUMENTS PROVE — And What They Don’t

The conspiracy chain:

One additional element of the infrastructure: Victoria’s Secret — Wexner’s flagship brand — provided social proximity to young women in modeling. Epstein was not merely impersonating the brand — he was operationally involved in VS business. A November 2007 email marked “Victoria’s Secret - Middle East - URGENT” and a June 2010 email celebrating “Victoria’s Secret is Answered Finally!” document Epstein actively brokering on Wexner’s behalf for the flagship brand. [2] He also posed as a VS talent scout to lure victims. [73][74] A systematic search for evidence of a direct VS model recruitment pipeline found zero results — the brand’s cover function was social proximity and business legitimacy, not direct recruitment. [2] But the impersonation was real enough to generate a police report — four years after Wexner was warned about it and promised to stop it. [74][73]

The null finding. No document recovered in 3,700+ queries across all investigations establishes that Leslie Wexner knew the infrastructure he built would be used for sex trafficking. [2] The personnel transfers could be explained as normal employment transitions. The Interlochen donation was to a legitimate institution. The “gang stuff” email proves mutual leverage and concealment from Abigail but does not specify criminal concealment. The “number 1 rule” could refer to any personal code. Massage recommendation is not knowledge of abuse. Post-plea coordination could reflect commercial inertia rather than complicity.

The willful blindness framework reframes the question — seven warnings across thirty years with zero investigations approaches the conscious avoidance threshold — but it does not eliminate the requirement for proof of subjective awareness. Alternative explanations remain viable for each individual indicator. Link 6 is not proven.

But the 33 circumstantial indicators are cumulative. A jury evaluating the totality — a patron who received specific warnings from seven independent sources, knew the method, knew the cover story, was specifically warned about the cover story and promised to stop it but didn’t, gave “wide latitude” to the advisor controlling virtually all of his wealth, claims to have just learned his own children’s trusts were being administered by that advisor while his wife was simultaneously designated as successor trustee in that advisor’s own trust — never investigated after arrest, never spoke to anyone about the crimes, was never interviewed by law enforcement, never filed charges for the largest theft in his life, and whose congressional testimony was assessed as “not credible” — would have to decide: extraordinary negligence, or deliberate avoidance?

Leslie Wexner built the machine.

The machine trafficked children.

The builder says he never noticed.

The documents say he was warned — seven times, by seven different people, across thirty years.

He investigated none of them.

In 2015, Jeffrey Epstein’s Southern Trust Company signed a contract with the Edmond de Rothschild Group for $25 million. The stated purpose: “risk analysis and algorithm-related services.” [1]

No algorithm was ever produced. No code. No papers. No product. The U.S. Virgin Islands Department of Justice, in a $105 million settlement with Epstein’s estate, found that Southern Trust performed “no real data-mining or algorithm services.” [2] The entity funded what the court called the “Epstein Enterprise” — payments to foreign women, credit cards, and airplanes.

So what was the $25 million actually buying?

That’s the question we ran against 108 primary sources, 68+ EFTA document citations, flight manifests, offshore leak databases, 39,588 recovered redacted document pages, and a graph database containing 5.37 million nodes. The answer is documented across 80+ emails between Epstein and Baroness Ariane de Rothschild — CEO of the Edmond de Rothschild Group — spanning six years of crisis management, deal brokerage, family warfare mediation, and access to the U.S. Department of Justice.

The documents tell a story the Rothschilds have spent two decades trying to bury.

I. THE COURTSHIP — How a Convicted Sex Offender Got Into Europe’s Oldest Banking Family

The Rothschild-Epstein connection didn’t start with Ariane. It started with a letter to the President.

In April 1995, Lynn Forester — a prominent Democratic donor who would later marry Sir Evelyn de Rothschild at a White House reception — wrote to President Bill Clinton. She mentioned using her “fifteen seconds of access” to discuss “Jeffrey Epstein and currency stabilization.” [3] This is the earliest documented Rothschild-orbit connection to Epstein. It places him in sovereign-level financial policy conversations during Clinton’s first term — eighteen years before the relationship that matters most.

Lynn’s role went far beyond social introductions. According to Ghislaine Maxwell’s DOJ deposition in August 2025, Lynn introduced Epstein to Prince Andrew. [4] Separately, Alan Dershowitz testified that Lynn introduced him to Epstein as “an academic colleague” who was “friendly with Larry Summers” and “in the process of contributing $50 million to Harvard.” [5]

One woman. Two introductions. Epstein’s lead defense attorney and a member of the British royal family — both through the same door.

Lynn flew on Epstein’s Gulfstream six times between 1997 and 1998. [6] On February 17, 1997, she shared that plane with Ghislaine Maxwell — bringing her own son along for the flight. [7] Four months later, she flew the same jet to Martha’s Vineyard — where, according to the Maxwell deposition, Prince Andrew was introduced to Epstein at a house Lynn rented. [8]

She also sold Epstein a Manhattan townhouse for approximately $8.5 million below market value. [9] That townhouse was subsequently provided to Ghislaine Maxwell.

The White House Wedding

In November 2000, Lynn Forester married Sir Evelyn de Rothschild — head of the NM Rothschild banking dynasty — at a reception hosted by Bill and Hillary Clinton at the White House. The Clintons personally hosted the celebration. Lynn went from writing Clinton about “Jeffrey Epstein and currency stabilization” in 1995 to celebrating her Rothschild wedding in the White House five years later. By the time of the marriage, she had already flown on Epstein’s jet six times, shared flights with Ghislaine Maxwell, facilitated the Prince Andrew introduction, and sold Epstein the townhouse that went to Maxwell. She became Lady de Rothschild — and the bridge between the Clinton political machine, the Rothschild banking empire, and Jeffrey Epstein’s network.

• April 1995 — Lynn writes Clinton about “Epstein and currency stabilization.” Clinton correspondence [3]

• Feb 1997 — Lynn + Maxwell co-travel on Epstein’s Gulfstream. Flight manifest [7]

• Jun 1997 — Lynn flies to Martha’s Vineyard on Epstein’s jet. Flight manifest [8]

• ~1998 — Lynn sells Epstein townhouse ~$8.5M below market; provided to Maxwell. Public reporting [9]

• Nov 2000 — Lynn marries Sir Evelyn de Rothschild at Clinton White House. Public record

• Pre-2005 — Lynn introduces Dershowitz + Prince Andrew to Epstein. House Oversight [5], Maxwell depo [4]

But the relationship that generated $25 million didn’t begin until September 23, 2013, when Epstein orchestrated a breakfast between Ariane de Rothschild and former Israeli Prime Minister Ehud Barak.

On September 16, Epstein emailed Barak:

“can you do breakfast with ariane rothscild on morinig of 23. and if you wnat kissinger china guy at brakfast 24.” [10]

The “kissinger china guy” was Joshua Cooper Ramo, co-CEO of Kissinger Associates. Epstein was arranging back-to-back power meetings: Barak-Rothschild on the 23rd, Barak-Kissinger on the 24th.

One month later, Olivier Colom — a banker at Edmond de Rothschild — reported back:

“She talked everyday about you and the advice you gave her last Sunday by the way. And her mum likes you as well.” [11]

Daily conversation. Family approval. The courtship had begun.

II. THE $25 MILLION CONTRACT — Services That Never Existed

On October 5, 2015, Epstein’s Southern Trust Company and the Rothschild Group executed a contract for “risk analysis and algorithm-related services” valued at $25 million. [1]

The payment wasn’t flat. It was tied to a sliding scale linked to the DOJ: $25 million if the Department of Justice settlement with Edmond de Rothschild (Suisse) came in under $75 million. [12] On December 18, 2015, EdR received a Non-Prosecution Agreement with a $45.2 million settlement — triggering the full $25 million payment. [12] The wire transfers hit on December 17 and December 21, bracketing the NPA announcement. [12]

Think about that structure. This wasn’t a consulting fee. It was a bounty — paid upon successful DOJ resolution.

The USVI Department of Justice later found that no algorithm was ever delivered. [2] Two algorithm-related documents were eventually discovered in the corpus — but both were incoming pitches to Epstein, not services from him: a cousin’s currency trading algorithm and a discussion with computer scientist Danny Hillis about Fast Fourier Transforms. [13] Neither was a deliverable for the Rothschild contract.

“Risk analysis and algorithm-related services” → No algorithm produced. No code. No papers.

$25M payment structure → DOJ-linked sliding scale — a bounty, not a fee.

Southern Trust as service provider → USVI court: “no real data-mining or algorithm services.”

Professional consulting relationship → 80+ emails of personal crisis management, family mediation, and DOJ navigation.

The $25 million flowed through Southern Trust Company — a USVI-registered shell entity holding a 90% income tax exemption. [14] The same entity that simultaneously held $140 million from Leon Black. [15] And $1 million routed to Bank Leumi in Israel for Ehud Barak’s surveillance technology company. [16]

But we’ll get to that.

III. THE CRISIS MANAGER — 1MDB and “What Do DOJ Guys Prefer?”

In 2016, the largest money laundering scandal in history — 1MDB — reached the Edmond de Rothschild Group. Approximately $472.5 million of the $4.5 billion looted from Malaysia’s sovereign wealth fund had flowed through their bank. [17]

Ariane de Rothschild didn’t turn to a crisis management firm. Over the months that followed, she leaned on Jeffrey Epstein — a convicted sex offender — as her primary crisis advisor.

The emails tell the story in real time.

May 2, 2016. Ariane to Epstein, after a period offline:

“Sorry had my phone off to take a break. Was quite depressed. I’m taking a lot of heat for malaysia and rumored the cousins are pushing the subject in the press.” [18]

Epstein: “I will help anyway I can. You can count on it.”

The same day, Epstein shifted into operational mode:

“crisis mgmt is a skill set. i know how debiltating it can be. lets choose a team and deal with it. otherwise you will get whacked with new info on a weekly or daily basis.” [19]

Ariane: “Agreed, esp. on communication side. Our remediation plan + organizational plan is ready.”

June 24, 2016. Ariane was up at 4:30 AM, following markets and “preparing meeting for next week at CSSF about 1MDB.” [20] CSSF is Luxembourg’s financial regulator. She was preparing her regulatory defense.

July 20, 2016. Then came the email that changed everything. Ariane to Epstein:

“If I don’t go, I die. What do DOJ guys prefer?” [21]

Epstein’s response: “you might want be sensitive to the perception of you leaving, for Africa, when the DOJ guys think this is the beginning.”

Read that again. Ariane asked Epstein what the Department of Justice would prefer she do. Epstein answered as if he knew.

September 2, 2016. Kathy Ruemmler — Epstein’s attorney and the former White House Counsel — forwarded Epstein a headline: “90 Federal Police Officers Raided Edmond de Rothschild Bank!” [22]

Epstein replied with two words: “1 Toobin, 2 griffin.” Ruemmler: “I am proud to know you, and very proud you are my friend.”

In May 2025, the endgame arrived. Edmond de Rothschild Europe became the first banking institution ever convicted of money laundering in Luxembourg. [17] Marc Ambroisien, the former CEO, was banned from the financial sector for 10 years for “loss of professional repute.” [23] Swiss regulator FINMA found the bank had “early indications” of money laundering but “decided nevertheless to enter into the relationship and at a later stage considerably expand it.” [24]

IV. THE LAWYER IN THE MIDDLE — Kathy Ruemmler’s Three Hats

Kathryn Ruemmler served as President Obama’s White House Counsel from 2011 to 2014. What she did after leaving is the story.

Hat 1: Epstein’s Attorney. Ruemmler became Epstein’s personal lawyer. The files reveal over 100 emails between them — “wonderful Jeffrey,” “sweetie,” “Uncle Jeffrey.” [25] She was named backup executor of Epstein’s January 2019 will. [25]

Hat 2: The Rothschild NPA. On October 15, 2015, an Epstein staffer noted: “Kathy got stuck working on Rothschild stuff… she is in midtown and doesn’t think she can make it.” [26] Two months later, on December 18, EdR received its $45.2 million NPA with the DOJ — the settlement that triggered Epstein’s $25 million bounty. [12] Ruemmler was reportedly paid $10 million from the Rothschild family through Epstein to resolve the DOJ tax matter. [25]

Hat 3: The CIA Medal. On January 8, 2015, Ruemmler received the CIA’s Agency Medal from Director John Brennan. [27] This award is given to non-CIA civilians only for meaningful contributions to enabling CIA operations — typically clearing legal or political obstacles. It was never publicly disclosed. It only came to light through the Epstein files: Ruemmler emailed Epstein about receiving it hours after the ceremony. [27]

As White House Counsel, Ruemmler had fought to block CIA Benghazi disclosures from reaching Congress — two years before Brennan awarded her the medal. [27]

On January 29, 2017 — nine days after Obama left office — Ruemmler flew to Epstein’s Little St. James Island. [28]

February 12, 2026: Ruemmler resigned from Goldman Sachs, where she had been General Counsel. [29] The departure was linked to the release of Epstein emails about Rothschild bank matters.

V. “JACOB IS GAGA” — The Intimate Correspondence

The $25 million contract described a professional relationship. The emails describe something else entirely.

October 1, 2015. Ariane sent Epstein a news article about the 1MDB scandal. His reply included a casual aside about the head of the NM Rothschild dynasty:

“jacob is gaga.” [30]

Lord Jacob Rothschild — patriarch of Britain’s most powerful banking family — dismissed in two words by a convicted sex offender. And Epstein felt comfortable saying it.

This wasn’t business correspondence. The relationship produced:

• All-day private meetings: September 11, 2014 — “Ariane (alone) 12-4:00pm.” [31]

• Transatlantic visits: March 1, 2015 — “Ariane will fly to Paris and come see you at 2pm on Sunday.” [32]

• Family gifts: A hoverboard shipped to Ariane’s daughter in Geneva. [33] Books delivered to Alice de Rothschild. [34]

• Wine exchanges: Four cases from Ariane to Epstein. A case of Rothschild wine from Epstein to “Antoine.” [36]

• Marital confessions: Epstein shared Ariane’s private marital difficulties with Benjamin de Rothschild with Kathy Ruemmler — intimate family information disclosed alongside political intelligence. [37]

The DNA Collection Program

On March 20, 2017, four DNA testing kits arrived at Ariane de Rothschild’s home in Geneva at 11:22am. [35]

Those four kits weren’t a one-off gift. They were part of a systematic VIP DNA collection program. Epstein’s assistant Lesley Groff ordered 30 Health and Ancestry Service kits from 23andMe at $199 each — over $6,000 — in summer 2017. [69] The order was large enough to trigger 23andMe’s customer support team to reach out with questions. [69]

The named recipients: Ariane de Rothschild. Sultan Ahmed bin Sulayem (Chairman of Dubai World/DP World). Woody Allen. Noam Chomsky. [69] The CEO of a European banking dynasty, a Gulf-state port authority chairman, a filmmaker, and a linguist — all submitting their genetic material through Epstein’s distribution network.

It gets stranger. DropSite News reported separately that Epstein recruited NSA codebreakers for a genome “Manhattan Project” connected to Russia’s Skolkovo innovation hub and Bill Gates/MIT. [70] The 23andMe kit distribution wasn’t random generosity — it was data collection for a broader genetic initiative involving signals intelligence veterans and billionaire-backed science programs.

In 2025, 23andMe filed for bankruptcy. [71] The fate of the collected DNA data — including samples from Epstein’s VIP network — remains unknown.

The Cousins War

Then there was the family warfare.

Between 2014 and 2017, 20 emails documented a corporate war between Ariane’s Edmond de Rothschild branch and David de Rothschild’s Paris-based Rothschild & Co. [38] Epstein wasn’t just informed — he was the strategic advisor.

October 30, 2014 — Ariane to Epstein: “news about the cousins: we have ‘mechanically’ gone above 10% of voting rights in Paris Orleans and have to declare our ‘intentions’ to the authorities.” [39]

June 7, 2017 — Epstein to Ariane: “I will not transmit any of cousins vitriol as it seems to upset you. NO GUILT!! my new mantra.” [40] This implies Epstein was receiving communications from the rival branch and filtering them before passing them to Ariane.

In a February 2016 strategy email, Epstein provided blunt personnel assessments of Ariane’s inner circle: one executive was “smarmy, clever, devious and dismissive”; another suffered from “Rothschild-itis” — “speaks with faux authority regarding subjects in which she has little or no experience, using the aura of your power.” [41]

Why would Europe’s most powerful banking family share intimate family disputes, personnel assessments, and corporate governance strategy with their “algorithm developer”?

VI. THE OTHER ROTHSCHILD — What Annabelle Neilson Was Finding

Everything above documents Ariane de Rothschild’s relationship with Epstein. But there was another Rothschild in the files — and her role was far darker.

Annabelle Neilson — legally Iona Annabelle Rothschild during her marriage to Nathaniel Rothschild, 4th Baron Rothschild — appears in seven documents spanning 2010 to 2012. All of them postdate Epstein’s 2008 conviction for soliciting prostitution from a minor.

In 2010, Neilson wrote to Epstein:

“I am putting a little group of girls together.” [72]

In a separate 2010 email, she told him she had found “the right girl.” [72]

On January 26, 2011 — the day after coordinating a Paris meeting with Epstein’s staff around a Valentino fashion event — an Epstein associate wrote to Neilson:

“Let’s you and I try and find something cute for JE tonight. ;)” [73]

“Find something cute for JE.” With a winking emoticon.

On November 28, 2012, the pattern continued. Neilson asked if Epstein was in Paris. His reply:

“any cute friends there?” [74]

Neilson suggested a name. Epstein: “shes eduardos” — already in someone else’s circle. Neilson:

“Oh yes, so she is. If i think of anyone suitable…. will let u know.” [74]

“Putting a little group of girls together.” “The right girl.” “Find something cute for JE.” “Any cute friends?” “Someone suitable.” Across three years, from a woman who carried the Rothschild name — all after Epstein’s conviction.

The relationship had a legitimate side. In October 2012, Neilson pitched Epstein on a fashion designer for a high-end menswear venture. [74] Business and procurement running on parallel tracks.

Annabelle Neilson died on July 12, 2018, at age 49 — one year before Epstein’s arrest. She was never questioned by authorities. The procurement correspondence only came to light in the January 2026 DOJ document release. [72]

No documents in this cluster explicitly reference minors. But the language pattern — post-conviction, systematic, spanning three years — is consistent with the procurement networks documented throughout the Epstein files.

VII. “DONALD LOVES THE ROTHSCHILD NAME” — The Access Broker

The $25 million wasn’t really buying algorithms. It was buying access — and Epstein was the broker.

In February 2017, Johnny el Hachem from EdR Private Equity in Geneva pitched Epstein on two infrastructure platforms: TIIC (EUR135 million equity) and BRIDGE (GBP 1 billion debt). [44] Epstein’s response invoked the incoming president:

“donald loves the rothschild name.” [45]

Three words that explain the value proposition. Epstein could open doors that the Rothschild name alone couldn’t.

The access brokerage was documented across dozens of connections:

• Ariane ↔ Ehud Barak — Breakfast orchestrated by Epstein. Sep 2013 [10]

• Ariane ↔ Leon Black — Black requesting Ariane’s cell number through Epstein. Jan 2016 [46]

• Ariane ↔ Larry Summers — “show rothschild around harvard sat.” Oct 2016 [47]

• Ariane ↔ Qatari royals — VIP list: Jabor Althani, HBJ, Ariane. Jan 2018 [48]

• Jacob Rothschild ↔ SocGen — Epstein “midwifed” RIT stake sale. ~2012 [49]

• Pritzker ↔ Macron admin — “tom pritzker would like a direct contact with someone in the Macron admin.” Oct 2018 [50]

• Rothschild ↔ Trump admin — EdR infrastructure pitch leveraging Trump connection. Feb 2017 [45]

Larry Summers, the former Treasury Secretary and Harvard president, tracked the Rothschild relationship obsessively through Epstein. Four separate emails ask: “News re Kazakhs or Rothschild??” and “Working on Kazakhstan Rothschild?” [51]

The one-line agenda item that captures the whole operation appeared in October 2016:

“saudi trump rothschild.” [52]

Three geopolitical power centers. One month before the election. One convicted sex offender connecting them all.

The Bank Merger Nobody Expected

Access brokerage was one thing. But Epstein went further — he tried to broker a merger of the Rothschild bank itself.

Boris Collardi, then-CEO of Julius Baer, met Epstein at Julius Baer’s Zurich headquarters in February 2017 to discuss acquiring the Edmond de Rothschild bank. [53] Ehud Barak served as a Julius Baer advisor. Over several months, Collardi and Epstein exchanged confidential bank financial data — synergies analysis, cost savings projections, brand valuation. [53] The deal collapsed. Collardi resigned. He later faced FINMA enforcement proceedings for separate compliance failures. [54]

Epstein wasn’t a client of Rothschild banks. He was brokering mergers and acquisitions involving the bank itself.

The Macron Channels

The access brokerage extended to heads of state. The corpus documents five independent channels connecting Epstein’s network to Emmanuel Macron — who at the time was France’s Minister of Economy, then its President.

Channel 1: Ariane directly. February 10, 2016 — Ariane to Epstein: “I should see Macron in coming weeks. I have lunch tom with Tidjane Thiam.” [75] Macron was then Economy Minister. Thiam was CEO of Credit Suisse. One email, two of Europe’s most powerful financial figures.

Channel 2: Sultan bin Sulayem. March 2016 — Sultan Ahmed bin Sulayem, Chairman of Dubai World/DP World, reported to Epstein that he had lunched at the Elysee Palace with Macron to discuss business in France. [76] An Epstein associate at the French presidential table.

Channel 3: Jacques Lang. October 2, 2018 — Epstein to Jacques Lang, former French Minister of Culture: “tom pritzker would like a direct contact with someone in the Macron admin. is this doable?” [50] Caroline Lang replied: “Yes I think so, I will ask my father.” Epstein brokering billionaire access to the French presidency through a former government minister.

Channel 4: Berge Brende. September 2018 — An associate asked Epstein to prepare ideas for Macron, noting “He wants to lead Europe. Maybe the world.” Epstein forwarded Macron’s governance questions to the President of the World Economic Forum — marked “your eyes only.” [77]

Channel 5: Jacques Attali. July 2017 — Conductor Frederic Chaslin to Epstein: “I know Macron because his mentor (Attali) is one of my best friends.” [77] Jacques Attali — advisor to President Mitterrand — bridged Epstein’s intellectual network and Macron’s political orbit.

The real-world consequence arrived in December 2018. Ariane to Epstein’s associate:

“A group of gilets jaunes tried to raid our sailboat in Brittany… They said we were controlling Macron and the French state.” [78]

Five channels to a sitting head of state. No evidence Macron was aware of Epstein’s criminal history or had any direct relationship with Epstein. But the access infrastructure was there — and it ran through the Rothschild network.

VIII. THE SOUTHERN TRUST NEXUS — Where All the Money Converged

Every money trail in this investigation leads to the same place: Southern Trust Company, Inc. — a USVI-registered shell entity at 6100 Red Hook Quarter, St. Thomas. [14]

This is where the Rothschild story connects to the story we told in Part 1 of this series — THE OVERLORDS.

$166 million from two separate billionaire sources — one American, one European — flowing through a single Caribbean shell company that held a 90% tax exemption, that also funded Israeli surveillance technology, and that the USVI court described as the financial engine of the “Epstein Enterprise.” [2] [14] [15] [16]

Deutsche Bank managed $157 million across 13 accounts and 7 Epstein entities through three dedicated portfolio managers. [55] After terminating Epstein as a client, the bank wrote a reference letter to Bank Leumi in Israel for Southern Trust — three months after the termination. [16]

The Southern Trust nexus is the single most important financial convergence point in the entire Epstein architecture. It is where the patronage money (Rothschild, Black) meets the intelligence-adjacent money (Carbyne/Reporty) meets the criminal infrastructure (“Epstein Enterprise”). One shell company. Three functions. $166 million.

IX. THE FIVE-PHASE ARC — A Relationship That Survived a Sex Trafficking Conviction

The Rothschild-Epstein relationship spanned 24 years — from 1995 through at least February 2019. It survived Epstein’s 2008 sex offense conviction. It intensified after it. Here’s how.

1. Phase I: SEED (1995-2012) — Diffuse contact across NM/London branch. Lynn’s Clinton letter [3]; 6 flights [6]; black book entries [56]; SocGen-RIT deal [49].

2. Phase II: COURTSHIP (Sep 2013 - Sep 2015) — Rapid escalation with Ariane. Barak-orchestrated breakfast [10]; “talked everyday” [11]; all-day meetings [31]; $1M auction gifts [57].

3. Phase III: PEAK (Oct 2015 - Dec 2017) — Maximum entanglement. $25M contract [1]; 1MDB crisis [21]; Cousins War [38]; Ruemmler “Rothschild stuff” [26]; “donald loves the rothschild name” [45]; Collardi merger [53].

4. Phase IV: CONTINUATION (Jan 2018 - Feb 2019) — Zero distancing. VIP lists [48]; marital confessions [37]; NYC visits [58]; Feb 2019 family visit planned [59].

5. Phase V: SILENCE (Jul 2019 - present) — Institutional damage control. Initial denial then retraction [43]; EdR board “monitoring” [60]; CHF 5B net inflows.

The critical discovery came from the final mining pass. A February 1, 2019 email from Ariane to Epstein:

“I have had to cancel my trip to NY but will come 3rd week of feb with Eve and Olivia.” [59]

Eve and Olivia are her daughters. Five months before Epstein’s arrest, Ariane was planning to bring her children to visit him in New York.

A January 21, 2019 email: Ariane wished Epstein a “Belated happy birthday.” [59]

Zero distancing. Zero souring. Active forward planning with family involvement — five months before the FBI knocked on the door.

The relationship was terminated by external events — the July 6, 2019 arrest — not by internal dynamics. Every “disappointed” reference found in mining consistently referred to scheduling disappointments (missed meetings, changed travel plans), followed by rescheduling and continued warmth. [59]

And then a fact from the very beginning that connects it all: in Les Wexner’s February 18, 2026 congressional deposition, Wexner confirmed that Epstein offered Elie de Rothschild as a reference when they first considered doing business. [61] A Rothschild name at the very origin of Epstein’s financial career.

X. THE MANDELSON INVESTIGATION — The Network Starts to Crack

The Rothschild network’s consequences arrived in February 2026.

Peter Mandelson — connected to the Rothschild orbit through Nat Rothschild — became the subject of a criminal investigation by the Metropolitan Police for misconduct in public office. [79]

The DOJ files revealed what triggered it:

• Mandelson shared early notice of a EUR 500 billion EU bank bailout with Epstein — material non-public information from a serving government official. [79]

• He disclosed lobbying efforts regarding a proposed 50% “super tax” on bankers’ bonuses. [79]

• Epstein wired $75,000 to Mandelson. [79]

• In 2010, Mandelson attempted to secure a Russian visa for Epstein through Oleg Deripaska’s contacts — the same Deripaska on whose yacht Mandelson had vacationed with Nat Rothschild in Corfu while serving as EU Trade Commissioner. [80]

On February 6, 2026, police executed search warrants at two properties — Wiltshire and Camden. Mandelson has not been arrested. But the fallout was immediate: he resigned from the Labour Party, then from the House of Lords. He was stripped of the High Steward of Hull title. A university rescinded his honorary doctorate. [79]

Nat Rothschild had previously characterized Mandelson within Epstein’s circle as “tragically naive as to how the financial system works” and a “sucker” whom Lazard wanted only “for his brand.” [80]

MI6 reportedly warned Downing Street of Mandelson’s Russia links before his appointment as Washington ambassador. A US House committee requested his cooperation with a deadline of February 27, 2026. [79]

Neither Nat Rothschild nor other family members are subjects of the investigation. But the pathway — Nat Rothschild → Deripaska → Mandelson → Epstein → $75,000 wire — traces through the Rothschild network.

XI. THE OVERLORDS CONNECTION — Where the Rothschilds Fit in the Bigger Picture

In our first article — THE OVERLORDS: Who Was Jeffrey Epstein Really Working For? — we tested four hypotheses about who Epstein was working for against 237,000 documents and 5.37 million data points. The conclusion: all roads lead to Israel. The Rothschild evidence doesn’t contradict that finding. It deepens it.

Here’s how the four hypotheses map to the Rothschild relationship:

1. H1: Israeli Intelligence — Southern Trust simultaneously held $25M Rothschild contract AND funded Barak’s Carbyne ($1M to Bank Leumi Branch 771) — the same vehicle linking European banking to Israeli surveillance tech. Barak orchestrated the Ariane introduction. Ruemmler held CIA medal. Fit: Persistent foundation — Israel is the thread that never drops out.

2. H2: Wexner Patronage — $25M for “no real services” mirrors the Wexner pattern exactly. But unlike Wexner’s $60M+ lifestyle subsidy, this was a one-time DOJ-linked bounty — transactional, not sustaining. Fit: Confirmed mechanism — Epstein replicated the Wexner formula across multiple clients.

3. H3: Multi-Principal — By 2015-2017, Epstein simultaneously served Ariane (DOJ/banking), Black ($140M), Barak (Carbyne), Wexner (residual), and Summers (Harvard). “saudi trump rothschild” — one agenda item, three power centers. Fit: Evolved state — the Rothschilds represent the European axis of a multi-principal network.

4. H4: Self-Directed — “I represent the Rothschilds,” he told Thiel [63]. But that same email thread discusses “the valor guys view of ehud baraks co” — Barak’s Carbyne. Even the strongest H4 evidence contains H1. Fit: Minimal — even H4 evidence contains H1.

The defining pattern: Israel is present in every phase.

• Origin (1995-2013) — Barak personally orchestrates the Ariane breakfast [10]

• Transition (2013-2015) — Southern Trust routes $25M AND funds Carbyne/Reporty (Unit 8200 founders) [1] [16]

• Peak (2015-2017) — Barak conceals Epstein’s partnership from former Unit 8200 commander Buchris [67]

• Continuation (2018-2019) — Rothschild + Barak co-occurrence = 20 documents — highest among all hypothesis terms [68]

• Smoking gun — Thiel email (Feb 28, 2016): “I represent the Rothschilds” appears in the same thread discussing “the valor guys view of ehud baraks co” (Carbyne/Reporty) [63] — the two threads are literally inseparable

In THE OVERLORDS, we showed that $4.64 million flowed from Epstein’s accounts to three separate branches of Bank Leumi in Israel — political money, investment money, and corporate banking. The Rothschild $25 million didn’t go to Israel directly. It went to Southern Trust — the same shell company that routed the $1 million “Reporty Investment” to Bank Leumi Branch 771 for Barak’s surveillance company.

The financial infrastructure IS the intelligence infrastructure. The Rothschild money didn’t have to go to Israel. It just had to go through the same pipe.

XII. WHAT THE $25 MILLION BOUGHT

The contract was never about algorithms. The contract was a receipt for services that couldn’t be named.

What the Rothschilds Got: DOJ settlement navigation — $45.2M NPA instead of prosecution [12] [21]. 1MDB crisis management in real time [18] [19]. Cousins War mediation — 3-year corporate warfare [38]. Deal brokerage — SocGen-RIT, Leon Black, Collardi merger [49] [46] [53]. Trump administration access — “donald loves the rothschild name” [45]. Macron administration brokerage [50]. CFO recruitment from Deutsche Bank [62].

What Epstein Got: $25 million cash through tax-exempt USVI shell [1] [14]. The Rothschild name — “I represent the Rothschilds,” he told Thiel in the same email thread where he discussed Barak’s Carbyne [63]. European banking access — Swiss private wealth, Luxembourg, Gulf-state networks. Social capital — Davos, St. Petersburg Forum [64] [65]. Intelligence value — geopolitical positioning across three continents.

Neither party was victim. Neither was fully in control. The formal contract deliberately obscured the actual exchange. You call it “algorithm services” because you can’t write “navigate our criminal exposure with the DOJ through your lawyer who just got a CIA medal and then broker a merger of our bank while mediating our family’s corporate war.”

The question that remains: Did the Rothschilds know about the trafficking?

The documents don’t answer this uniformly. Across 108 sources and 32 analytical parts, no document connects Ariane de Rothschild to knowledge of Epstein’s criminal activities. [66]

But Annabelle Neilson — who carried the Rothschild name through marriage — was writing “I am putting a little group of girls together” in 2010. [72] The procurement language is documented across seven emails spanning three years, all post-conviction. She died before she could be questioned.

And everyone in this story knew about the conviction. The courtship started in 2013 — five years after Epstein pleaded guilty to soliciting prostitution from a minor. The $25 million contract was signed in 2015 — seven years after conviction. The family visit was planned in February 2019 — eleven years after conviction.

They knew what he was. They kept paying.

This is the second article in the series. Part 1:

Everyone knows what Jeffrey Epstein did. The question that matters — the one nobody has answered — is different:

Who needed it done? Who funded it? And why?

In January 2026, the Department of Justice released 3.5 million pages of Epstein-related documents — the largest single disclosure in the case’s history. Combined with 70,000 emails, 237,000 EFTA documents, 38,955 AI-analyzed photographs, leaked diplomatic correspondence, and the January 2026 congressional depositions, the available evidence now totals over 5.37 million data points.

We built a database. We loaded every document, every email, every flight record, every financial transaction, every photograph. Then we asked four questions — four competing theories about who Epstein was really working for — and ran them against the evidence.

Four hypotheses went in. One came out on top. All roads lead to the same place.

I. THE FOUR SUSPECTS

Before the deep dive, here’s the map. Four theories. Each has evidence. Each has problems. Only one survives contact with 237,000 documents.

1. H1 — Israeli Intelligence | Final Grade: A+
Epstein was an intelligence asset for Israel, recruited through the Maxwell family, with Ehud Barak as operational partner. Best Evidence: An AMAN officer sleeping in Epstein’s apartment; a $625M surveillance company founded by Unit 8200 veterans and seeded with Epstein’s money; diplomatic brokering between Israel and three nations; and a three-branch Israeli banking corridor where all three of Epstein’s financial gatekeepers independently routed funds — $4.64M+ documented, with the Treasury’s unreleased $1.1B file likely containing far more.

2. H2 — Wexner Patronage | Final Grade: A+ (financial) / B+ (as principal)
Epstein was Les Wexner’s “hatchet man” who evolved into an independent operator funded by billionaire money. Best Evidence: $60-100M+ documented from Wexner; power of attorney; “never did anything without informing les.”

3. H3 — Multi-Principal Agent | Final Grade: B+
Epstein served multiple masters simultaneously — Israeli, American, Russian — as a freelance intelligence broker. Best Evidence: $1.1B in wire transfers including $200M through sanctioned Russian banks; CIA and NSA both refused to confirm or deny Epstein records.

4. H4 — Self-Directed Criminal | Final Grade: C-
Epstein was an independent predator who built his own empire with no handler and no agency behind him. Best Evidence: FBI/DOJ memo: “no evidence” of intelligence connections; no handler communications found in 70,000 emails.

The punchline: The money trail (H2) and the intelligence trail (H1) looked like separate stories for years. They’re the same story. Hundreds of millions flowed INTO Epstein from Wexner, Black, and the Rothschilds. The question that grades these hypotheses isn’t how much came in — it’s where the money went out. The documented outflows lead to Israeli banks — $4.64 million minimum across three separate Bank Leumi branches — routed through Israeli political and surveillance infrastructure, managed by the same three men who ran Epstein’s day-to-day finances. And $4.64M is only what survived in documents that were never meant to be public. The financial architecture IS the intelligence architecture.

II. THE MONEY — Following Wexner’s Billions

Every investigation starts with money. In this case, the money starts with one man.

Les Wexner — founder of L Brands, owner of Victoria’s Secret, one of the wealthiest men in America — poured at least $60 million into Jeffrey Epstein’s world. Possibly over $100 million. In July 1991, he gave Epstein something that money can’t buy: full power of attorney — the legal right to sign documents, move funds, and make decisions on Wexner’s behalf.

For years, the money trail ended at Deutsche Bank. The documents revealed what came next: the money kept moving — to Israel. Not to one account, but to three separate branches of the same Israeli bank, each serving a different function: investment, corporate banking, and political funding. All connected to Ehud Barak.

The Other Patron: Leon Black

Wexner wasn’t alone. Leon Black, the Apollo Global Management billionaire, paid Epstein $158-170 million in advisory fees — a staggering sum for financial advice from a registered sex offender. Those payments were routed through Epstein’s financial manager Richard Kahn, using shell entities mapped in an internal financial diagram recovered from the DOJ release.

The Wexner Foundation — with over $128 million in Israeli philanthropy — had Epstein as its de facto CFO. The man who controlled access to one of the largest private philanthropic channels to Israel also happened to run a surveillance operation out of his homes.

The Leaked Emails

In May 2025, hackers leaked Barak’s email correspondence with Epstein. The emails showed Epstein brokering:

That’s 116 times the $40,000 wire that originally broke the case open. Three branches. Three purposes. One Israeli bank. All connected to Ehud Barak’s political and business infrastructure.

A reasonable question: $4.64 million sounds small against $1.1 billion in total wire transfers. But that comparison misunderstands what this number is. It is a documented floor, not a total. The $40,000 Achrayut wire was flagged by compliance at random — one wire, caught by chance. How many weren’t caught? The $1 million Reporty wire and $3.6 million Toor wire surfaced only through deep forensic mining of documents never intended for public release. Senator Wyden’s Treasury file contains 4,725 transfers totaling $1.1 billion that the administration refuses to produce. How many of those went to Bank Leumi and Israel Discount Bank? We don’t know — because we’re not allowed to see them.

And this is just what’s visible in the documents. The Euroclear Bank Brussels wire reports show institutional-level settlement routing to both Bank Leumi Le-Israel and Israel Discount Bank — a dual Israeli bank architecture suggesting the total flows could be substantially higher.

The Email Chain — How the $40K Political Wire Happened

March 12-13, 2017: Epstein forwards the entire chain to Richard Kahn, his financial manager. Kahn replies: “Please advise on amount to send.”

March 16, 2017: Kahn’s firm — HBRK Associates — wires $40,000 to Achrayut Leumit at Bank Leumi Le Israel.

This wasn’t a one-off favor. A Nili Priell Barak consulting agreement — through an entity called Taurus Ltd, drafted by Darren Indyke himself in March 2008 — establishes a formal, ongoing business relationship between Epstein’s legal infrastructure and Barak’s wife going back nearly a decade.

The Compliance Failure

Deutsche Bank’s compliance department flagged the $40K wire. Investigator Danya Friedman sent three questions to Epstein’s bank relationship manager, Stewart Oldfield: What’s the purpose? What’s the relationship? What are the business activities?

Oldfield missed the deadline. Compliance sent an “URGENT — SECOND REQUEST.” Oldfield’s response: “Sorry, I have been out of the office.”

The Tomer Toor wire — $3.6 million to Bank Leumi Branch 832, the same branch and same month as the Southern Trust reference letter — revealed something else. Toor, working through the Israeli law firm Furth Wilensky, coordinated directly with Indyke on Carbyne warrants and the bank reference letter. When Toor requested the identity of Southern Trust Company’s controlling person, Indyke’s response was telling:

The Reference Letter

In March 2019, Stewart Oldfield — the same relationship manager who missed the compliance deadline — wrote a reference letter on Deutsche Bank letterhead addressed to Bank Leumi Le Israel Ltd., Pinkas 48, Tel-Aviv, vouching for Southern Trust Company as a client in good standing.

He wrote this letter three months after Deutsche Bank had decided to terminate Epstein as a client.

The bank was kicking Epstein out the front door while its own relationship manager was writing a letter to help Epstein’s money walk into an Israeli bank through the back door.

VI. THE SURVEILLANCE MACHINE — Cameras in Every Room

The mechanism of the operation was never subtle. “24 HOUR VIDEO SURVEILLANCE” signs were posted on doors at Epstein’s properties — visible in FBI photographs released in January 2026.

Across 38,955 AI-analyzed photographs from the DOJ release, the inventory is staggering: cameras, monitors, DVDs, hard drives, computers, safes, and security equipment documented at every Epstein property — Manhattan, Palm Beach, Little St. James, Zorro Ranch.

Sworn testimony describes hidden camera installations. Hard drive removal operations. 24-hour recording in every room of every residence.

The Product

If Epstein was an intelligence asset, the product is obvious. He provided access — to powerful people, to compromising situations, and to the recordings that documented both. The Ghost Scores

We built a detection system for deliberately hidden figures — people whose names appear near redacted information far more often than their visibility in the public record would suggest:

• “Gaver” — Ghost Score: 50. Highest score in the entire database. Appears once, surrounded by 5 redactions. Identity completely unknown.

• AUSA Barnes — Ghost Score: 40. An Assistant US Attorney with 4 redaction-proximity connections. Nearly invisible in the record.

• R. Alexander Acosta — Ghost Score: 10. The man who signed Epstein’s 2008 plea deal. Appears in only 1 document — with redactions nearby.

The Six Names Read on the House Floor

In February 2026, Representatives Ro Khanna and Thomas Massie reviewed unredacted files in the DOJ reading room. They identified six men they described as “likely incriminated” and read their names on the House floor:

Why $4.64 Million Matters More Than $158 Million

A reader might ask: Wexner gave $60-100 million. Black gave $158 million. The Rothschilds paid $25 million. The total wire transfer file is $1.1 billion. So why does $4.64 million to Israel make H1 the top hypothesis?

Because the hypothesis isn’t graded on who paid Epstein the most money. It’s graded on where the operation pointed.

The big numbers — Wexner’s $60M, Black’s $158M, Rothschild’s $25M — tell you who funded Epstein. They answer the question “where did the money come from?” That’s H2 (patronage). H2 gets A+ for the money. Nobody disputes it.

H1 answers a different question: where did the money go, and what did it build? The $4.64 million didn’t buy Epstein a yacht. It funded a former Prime Minister’s political comeback. It seeded a surveillance company built by Unit 8200 veterans that was sold for $625 million and now sits inside 18,000 American police departments. And the grading isn’t based on dollar amounts alone. H1 carries an A+ because of convergence — multiple independent evidence streams arriving at the same conclusion:

He also drafted Nili Priell Barak’s consulting agreement in 2008 and told Tomer Toor he “thought we did not want your name associated with this Investment.” He coordinated the Bank Leumi reference letter request, and his email signature already contained the Bank Leumi Pinkas branch address — indicating an established relationship.

Richard Kahn — Epstein’s estate executor, second-highest financial gatekeeper — wired $40,000 to Achrayut Leumit through his own firm, HBRK Associates. When compliance asked, he said “Friend.”

Stewart Oldfield — the highest-scoring financial gatekeeper in the entire database, with connections to 2,033 financial documents — wrote the reference letter to Bank Leumi Le Israel for Southern Trust. Three months after Deutsche Bank terminated Epstein.

The three men who controlled Epstein’s money on a daily basis were all routing funds to the same place: Israeli banking and political infrastructure connected to Ehud Barak. Not $40,000. $4.64 million minimum — across three branches, funding political campaigns, surveillance technology, and corporate operations.

The financial infrastructure IS the intelligence infrastructure. They were never separate tracks. They were one architecture.

X. WHAT STILL ISN’T ANSWERED

The evidence answered the central question — who was Epstein working for? — but it opened others that remain unanswered:

1. Who received the surveillance recordings?
Cameras in every room. DVDs and hard drives seized. 126 CDs from Kahn’s suitcases. But no document shows who got the tapes. This is the single biggest gap in the evidence.

2. What’s in the $1.1 billion Treasury wire transfer file?
Senator Wyden revealed 4,725 wire transfers totaling roughly $1.1 billion flowing through Epstein accounts from 2003 to 2019. Approximately $200 million went through sanctioned Russian banks — transfers Wyden says correlated with “the movement of women and girls.” The Treasury Secretary has refused to produce the records.

3. Who is “Gaver”?
The highest ghost score in the database. One mention in the entire corpus, surrounded by five redactions. Nobody knows who this is.

4. What did the CIA classify?
Both the CIA and NSA issued “Glomar” responses to Epstein’s own FOIA requests in 2014 — meaning they would neither confirm nor deny the existence of intelligence records about him. Those classified holdings have never been released.

On January 30, 2025, the FBI ran an ARMS Reach security screening on Howard Lutnick — the standard protocol for vetting individuals with direct Presidential access. The databases returned 34 hits. Three Suspicious Activity Reports. Two active case files: one for money laundering, one for the Jeffrey Epstein child sex trafficking investigation. [1]

Five and a half hours later, an FBI agent in the Enterprise Vetting Center responded: “We did not open an investigation as a result of these allegations.” [2]

Lutnick was cleared.

One yeah and eleven days later, on February 10, 2026, Lutnick testified before the Senate Appropriations Committee. Under questioning, he admitted what he had denied for months: in December 2012 — four years after Epstein’s sex offense conviction — he had visited Epstein’s private island, Little St. James, with his family for lunch. [3]

How did this man become Commerce Secretary?

This article draws from 51 EFTA citations, three FBI documents, six years of IRS filings, NYC property records, sealed correspondence, and an 879-line investigative dossier constructed from 66 queries across 5.37 million data points. Every claim is sourced. Every denial is tested against documents.

Howard Lutnick has lied about all of it.

I. THE PUBLIC STORY — What Lutnick Wants You to Believe

Howard Lutnick lost 658 employees on September 11, 2001. He rebuilt Cantor Fitzgerald from the ashes. For two decades, that was the story — and it’s true.

But 9/11 heroism is not a shield against scrutiny. And scrutiny is what the documents demand.

In October 2025, Lutnick appeared on a podcast and made a categorical denial: he “would never go near Epstein.” [4]

His spokesperson told CBS News he “would not have any knowledge of who the other investors were” in a joint venture with Epstein. [5]

He claimed he “cut ties” with Epstein in 2005. [6]

He claimed the December 2012 island visit was a brief, casual lunch — nothing more. [3]

Every one of those statements is contradicted by documents.

II. THE NEIGHBOR — The $10 Property Chain

Before there was an island visit or a joint venture, there was a house.

11 East 71st Street, Manhattan — the townhouse that shares a wall with Jeffrey Epstein’s mansion at 9 East 71st Street. The property passed through three Epstein-controlled entities before reaching Lutnick, each time for exactly ten dollars.

Lutnick’s home was born in Wexner’s money and Epstein’s trusts. He literally shares a wall with the mansion where Epstein abused victims.

Federal prosecutors later examined this exact chain. In December 2019, AUSAs in the Southern District of New York prepared a privileged memo titled “Analysis of Possible Corporate Prosecution” — analyzing whether to charge the Epstein-controlled entities that owned 71st Street properties. [43] A separate FBI squad had already requested deed records for the adjacent 9 East 71st Street six months earlier. [43]

But the property chain isn’t just history. In May 2018 — ten years after Epstein’s conviction, thirteen years after Lutnick claimed to “cut ties” — the two men were still discussing real estate as neighbors.

Lutnick contacted Epstein via Lesley Groff about a development blocking park views near their properties:

“Are you aware as to them building to block our park views. What should we do about it? Time is of the essence.” [21]

Separately, Epstein wrote to Lutnick:

“how long until sherry is ready, and i can buy my guest house?” [20]

Read that again. In 2018, Jeffrey Epstein called the property next to his mansion — the property owned by Howard Lutnick — his “guest house.”

In August 2017, when Lutnick purchased a triplex at a reported $81 million discount, an associate forwarded the article to Epstein. His response: “you can tell him i would like to buy his house.” [22]

“Cut ties in 2005.” Thirteen years later, Epstein was calling Lutnick’s house his own.

III. THE ISLAND — December 2012

On December 20, 2012, Lesley Groff — Epstein’s executive assistant — emailed Matthew Gilbert, Lutnick’s assistant at Cantor Fitzgerald:

“Hi Matthew…to keep you in the loop…Jeffrey is asking if Howard and family could come to his island for lunch this Sat. or Sun…Jeffrey’s island is Little St.James on the map, behind Christmans Cove.” [9]

The same day, Gilbert responded:

“Thanks Lesley, it looks like Sunday is coming together. Howard is fine with you cc-ing me or forwarding to me any plans as we go.” [10]

This was not a casual encounter. It was coordinated over weeks. On November 20, 2012, Groff had written to Lutnick directly: Epstein understood the Lutnick family would be in St. Thomas over the holidays and wanted to arrange a meeting. [8] Cell phone numbers for Lutnick, his wife Allison, and Epstein were exchanged between assistants. [11] On December 21, a Cantor employee followed up: “Can you please tell me exactly what is confirmed at this time?” [11]

The visit was to Little St. James Island — Epstein’s private island and the documented location of sex trafficking. [9] The invitation was for “Howard and family” — a family visit, with children, to the island where trafficking occurred.

This was four years after Epstein’s 2008 conviction and registration as a sex offender.

IV. THE JOINT VENTURE — AdFin and the Four-Day Turnaround

On December 28, 2012 — four days after the family lunch on Little St. James — Lutnick and Epstein each signed agreements to acquire stakes in AdFin Solutions Inc., a digital advertising technology company. [12]

The Schedule of Purchasers places them on the same one-page document. [13]

CVAFH I LLC — Lutnick’s entity — held the single largest position. More than double Epstein’s allocation. [13]

Then the follow-on money came. On January 7, 2014, David Mitchell emailed Epstein:

“We completed a $2 million convertible placement with Cantor Ventures… Cantor is doing another $4 million.” [16]

Cantor Ventures — a Cantor Fitzgerald subsidiary — poured $6 million into the same company where Epstein was a co-investor. [16]

And who was behind Southern Trust? On September 12, 2014, Mitchell wrote to Andrew Altersohn:

“Jeffery is the principal behind AdFin’s investor Southern Trust.” [14]

Deutsche Bank’s own KYC records confirmed it:

“Jeffrey Epstein — Sole shareholder of Southern Trust.” [17]

The wire itself was documented. Harry Beller emailed: “Darren asked that we wire $125,000 from Southern Trust to Adfin Solutions.” [15] Darren Indyke — Epstein’s attorney — directed the wire. Deutsche Bank processed it. Lesley Groff coordinated the banking confirmation. [15]

CANTOR VENTURES

(Cantor Fitzgerald subsidiary)

$6M follow-on investment

Lutnick’s spokesperson claimed he “would not have any knowledge of who the other investors were.” [5]

Four independent sources say otherwise: the Schedule of Purchasers listing both names on the same page [13], the Mitchell email identifying Epstein as Southern Trust’s principal [14], the $6M Cantor Ventures follow-on [16], and a family visit to Epstein’s island four days before signing [9] [10].

V. THE FBI TRILOGY — Three Documents They Hoped Would Stay Buried

Three FBI documents, filed under case 50D-NY-3027571 (EPSTEIN, JEFFREY; CHILD SEX TRAFFICKING), form the core of this investigation. They originate from a whistleblower who called the FBI’s National Threat Operations Center and was subsequently interviewed by FBI Special Agents.

“Alleged Money Laundering by Howard Lutnick via BGC Financial and Cantor Fitzgerald”

Read that last title again. That is the FBI’s own words: “Alleged Money Laundering by Howard Lutnick via BGC Financial and Cantor Fitzgerald.” [25]

The whistleblower was a securities industry professional with 32 years of experience and a Series 30 license. Based at an unnamed firm — consistent with Cantor/BGC — from 2012 to 2017, managing 50 people. [24]

The specific allegations documented in the FD-302:

• Rogue Trader Access: Traders gaining access to the electronic trading platform from their homes, with the co-head of brokerage overriding controls [24]

• Trading Pool Fraud: Employees attempting to rob trading pools to cover losses [24]

• Global Ponzi Scheme: Employees forced to pay 10% of salary/bonus into a share scheme they never became vested in — no voting rights, dropping share prices [24]

• Parabridge International Services (PIS): Named as a conduit entity, connected to Deutsche Bank accounts in Singapore and Hong Kong [24]

• Charity Day Fraud: The annual Charity Day event — where Cantor donates proceeds in memory of 9/11 victims — alleged to be a mechanism for financial misconduct [24]

The Guardian Complaint cross-referenced the FBI’s prior intelligence on Lutnick: 26 existing database entries, 3 Suspicious Activity Reports, and a RICO case. [26]

These are allegations, not proven facts. The FBI’s own disclaimer notes the FD-302 “contains neither recommendations nor conclusions of the FBI.” [24] But the allegations are documented. They are specific. They name mechanisms, entities, and geographic routing. And no charges have been filed.

VI. THE FIVE-HOUR CLEARANCE

When Howard Lutnick was nominated for Commerce Secretary, the FBI ran the standard ARMS Reach screening on January 30, 2025. [1]

The results were not normal.

Thirty-four hits. Three SARs. Two active case files — one for money laundering, one for the sex trafficking investigation into Jeffrey Epstein. And the FBI cleared him in under six hours. [1] [2]

The two active case files weren’t obscure. One was serial 195 under the money laundering zero file (272-NY-0). The other was serial 530 under the Epstein child sex trafficking investigation (50D-NY-3027571) — the same case number on the FBI whistleblower trilogy. [1] [23] [24] [25]

Who authorized that decision? The documents don’t say. But the speed is its own answer: nobody looked very hard.

VII. THE RELIEF FUND — $69.9 Million to Nobody

The Cantor Fitzgerald Relief Fund was established after 9/11 to support victims’ families. Its IRS filings tell a different story.

$69.9 million distributed over six years. Who received it? Nobody knows. [28]

Six consecutive years of blank Schedule I filings — the IRS form that requires organizations distributing $5,000+ in grants to report recipient names, amounts, and purposes. The Relief Fund filed Schedule I every year from 2014 to 2019 listing zero named grantee organizations. [28] The only notation: “individuals — details at taxpayer office.” [29]

But here’s the part that eliminates the filing-error defense. In Schedule I Part I, the fund checked “YES” to the question: does the organization maintain records to substantiate grantees’ eligibility? [29] The fund acknowledged it keeps records. Then it filed blank. For six consecutive years. Across $69.9 million in distributions. This is not an error. It is documented intentional opacity.

The financial structure makes it stranger.

Functional expenses across all six years: 99%+ of spending went to “grants to individuals.” Legal fees: $0. Accounting fees: $0. Fundraising costs: $0. [34] A $49 million nonprofit distributing $10-15 million annually should have legal counsel, independent audits, and administrative staffing. This fund reported none. It operated as a pure pass-through: money in, money out, no infrastructure.

The 2015 anomaly is glaring: revenue spiked to $42.5 million — five times the established $11-13 million baseline. Only $10.2 million was distributed that year. Where did the other $32 million go? [30]

The 2018 extraction is worse: the fund distributed $15.4 million on only $2.4 million in revenue — spending 6.4 times its annual income. Cash reserves crashed 89%, from $9.4 million to $1 million. [31] The same year, Sarah Ferguson’s Children in Crisis charity dissolved. [38]

And who controlled all of this? Schedule O of the Form 990 explicitly discloses: “HOWARD LUTNICK AND EDITH LUTNICK ARE SIBLINGS.” [32] Two Lutnick family members — Howard and his sister Edith — served as directors throughout the period. A third — his wife Allison — was added to the board in 2018, the same year as the $15.4 million extraction event. [33]

VIII. THE CHARITY NETWORK — Ferguson, Maxwell, and Cantor

The MAX Foundation — a charity associated with Ghislaine Maxwell, who served as trustee from 2013 to 2019 — lists its primary corporate address as: [35]

110 East 59th Street is the headquarters of Cantor Fitzgerald. [35]

Maxwell’s charity. Lutnick’s company. Same address. And they weren’t alone: Wachtel & Masyr LLP — a law firm that represented Epstein and J. Epstein & Co. in multiple civil matters (1993-1998) — also maintained offices at 110 East 59th Street. [45] Three Epstein-connected entities. One commercial building.

The Delson connection may not have been coincidental. Lawrence Delson of Delson International maintained a direct, ongoing professional relationship with Jeffrey Epstein — coordinating meetings through Lesley Groff, rescheduling to Leon Black’s office at Apollo Management (“43rd floor… take your ID with you!”), and checking in on Epstein during Hurricane Irma. [36] His firm shares the “Delson” surname with the MAX Foundation’s registered agent.

The Ferguson thread runs deeper. In October 2009, Sarah Ferguson emailed Epstein:

“I urgently need 20,000 pounds for rent today. The landlord has threatened to go to the newspapers if I don’t pay.” [37]

Ferguson’s Children in Crisis charity dissolved in 2018 — the same year the Relief Fund distributed its record $15.4 million. [38] The FBI Guardian Complaint had connected Ferguson and Maxwell to the charity architecture surrounding Cantor Fitzgerald. [39]

Three entities. One building. One extraction year.

IX. THE FBI TASK LIST — What the Bureau Really Thinks

On July 24, 2025, an FBI internal email titled “JE tasks 7/24” circulated a list of names requiring “derog” (derogatory information) compilation. [27]

The list included:

• Trump

• Weinstein

• Prince Andrew

• Glen Dubin

• Jes Staley

• Leon Black

• Les Wexner

• Alan Dershowitz

• Bill Clinton — Tony Blair

• Howard Lutnick — ponzi scheme and money laundering

The FBI’s own internal classification: not a social contact. Not a political connection. A financial crimes target. This aligns with the FD-302 whistleblower allegations — Ponzi scheme, Charity Day — and the Guardian Complaint — money laundering via BGC and Cantor Fitzgerald. [24] [25]

X. THE LIES vs. THE DOCUMENTS

Howard Lutnick told the public one story. The documents tell another.

The contact timeline tells its own story.

“Cut ties in 2005.” Nine documented contacts across eight years — every one of them after conviction. The relationship didn’t end. It deepened.

XI. THE COMMERCE SECRETARY — How It Happened Anyway

Despite everything documented above, Howard Lutnick was confirmed as United States Commerce Secretary.

The connections ran in both directions. In November 2017, Epstein directed Richard Kahn to send $50,000 to the UJA Wall Street Dinner honoring Lutnick. Kahn asked: “should we deliver check to UJA or someone else such as Paulson, Lutnick etc.” [41] A convicted sex offender, directing donations to honor the man who would become Commerce Secretary.

In November 2015, Lutnick personally invited Epstein to a Hillary Clinton fundraising event at Cantor Fitzgerald. [40] Not through assistants. Directly. Seven years after conviction.

As late as March 2019 — four months before Epstein’s final arrest — two members of Epstein’s inner circle independently forwarded the same article about a Silverstein/Cantor Fitzgerald $2 billion Opportunity Zones fund to Epstein. [42] Cantor Fitzgerald was a tracked entity within Epstein’s financial orbit.

Then came the political reckoning.

• October 2, 2025: House Oversight Democrats sent a letter to Lutnick regarding his Epstein connections. [44]

• February 10, 2026: Under Senate questioning, Lutnick admitted the December 2012 island visit — the visit he had denied for months. [3]

6. What is the relationship between Delson International and George V. Delson Associates? — The MAX Foundation’s registered agent at Cantor’s address.

7. Has the DOJ questioned Lutnick? — AG Bondi declined to confirm or deny.

8. Who provided the 2015 $42.5M revenue spike? — A $30M+ deviation from the established $11-13M/year baseline.

9. Does the blank Schedule I pattern extend before 2014? — If so, total unidentified distributions could exceed $150 million over 20+ years.

No document in this investigation proves Howard Lutnick participated in trafficking. No document places him at a crime. That is the null finding, and intellectual honesty requires stating it.
